CHANGE OF SPONSORSHIP
Representative Berns asked and obtained unanimous consent to be
removed as chief sponsor and Representative Mulligan asked and obtained
unanimous consent to be shown as chief sponsor of HOUSE BILL 4444.
INTRODUCTION AND FIRST READING OF BILLS
The following bill was introduced, read by title a first time,
ordered printed and placed in the Committee on Rules:
HOUSE BILL 6054. Introduced by Representative Franks, a bill for
AN ACT concerning political contributions.
RESOLUTION
The following resolutions were offered and placed in the Committee
on Rules.
HOUSE RESOLUTION 687
Offered by Representative McKeon:
WHEREAS, It is the intent of the State of Illinois to ensure that
its venders and contractors refrain from using State funds to the
detriment of the public interest; and
WHEREAS, OnLine Interpreters, Inc. (formerly Midwest Translations)
holds a contract with the State of Illinois to provide telephone
translation services to various State agencies; and
WHEREAS, OnLine Interpreters' employees have faced unfair treatment
from their employer such as fines, video surveillance, lack of
training, and dishonored paychecks and, as a consequence, they seek
influence in the policies of their employer; and
WHEREAS, A majority of OnLine Interpreters' employees support the
formation of a union; and
WHEREAS, OnLine Interpreters has demonstrated its willingness to
illegally thwart its employees' attempts to organize a union; after the
employees' failed attempt to organize a union in the Fall of 2000, the
National Labor Relations Board found that OnLine Interpreters violated
labor law by interrogating workers and by firing union supporters;
therefore be it
RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we support the rights
of workers to lawfully organize a union; and be it further
RESOLVED, That we urge OnLine Interpreters to adopt a clear policy
of non-interference if its employees attempt to form a union and,
furthermore, we urge OnLine Interpreters to recognize any union based
upon the support of a majority of its employees as demonstrated by
union authorization cards signed by a majority of its employees; and be
it further
RESOLVED, That we urge the Department of Central Management
Services to refrain from renewing any State contracts with OnLine

Interpreters until it is satisfied that OnLine Interpreters has
complied with its legal duties to allow its employees to organize a
union; and be it further
RESOLVED, That copies of this resolution be presented to the
Director of Central Management Services and to Mr. David Jenkins, owner
of OnLine Interpreters, Inc.
HOUSE JOINT RESOLUTION 61
Offered by Representative Garrett:
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that when a chamber of the General Assembly receives a bill
that passed the other chamber of the General Assembly by at least a
three-fifths vote and the receiving chamber fails to assign the bill to
a substantive committee, by the receiving chamber's deadline for
passage of substantive bills by committee, then the chair of the Rules
Committee of the receiving chamber must notify in writing the chief
sponsor of the bill in its chamber of origin of the reasons for the
failure to assign the bill to a substantive committee.
At the hour of 4:30 o'clock p.m., Representative Klingler moved
that the House do now adjourn.
The motion prevailed.
And in accordance therewith and pursuant to SENATE JOINT RESOLUTION
52, the House stood adjourned until Wednesday, February 20, 2002, at
11:30 o'clock a.m.
