Mr. Speaker -- I am directed to inform the House of Representatives
that the Senate has adopted the following Senate Joint Resolution, in
the adoption of which I am instructed to ask the concurrence of the
House of Representatives, to-wit:
SENATE JOINT RESOLUTION NO. 58
WHEREAS, Medical instruments are continuously being used outside
the medical or hospital setting by patients; and
WHEREAS, Many citizens have conditions, illnesses or diseases that
require the use of medical instruments such as sterile hypodermic
syringes or needles; and
WHEREAS, The Illinois laws concerning the availability and use of
medical instruments were enacted when most medical procedures and
treatments were done in an office or hospital and do not address
disease prevention; therefore, be it
RESOLVED, BY SENATE OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE
STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that
there is created the Commission on Medical Instruments; this Commission
shall review scientific literature regarding availability of sterile
hypodermic syringes and needles and disease prevention and other
available information and make recommendation to the Illinois General
Assembly on appropriate standards for the sale and possession of
sterile hypodermic syringes and needles; and be it further
RESOLVED, That the Commission shall include one representative from
the following organizations: Allied Waste Industries, the AIDS
Foundation of Chicago, the Chicago Department of Public Health, the
Cook County Department of Public Health, the Cook County State's
Attorney's Office, the Illinois Academy of Family Physicians, Illinois
Chapter, the American Academy of Pediatricians, the Illinois Department
of Public Health, the Illinois Family Institute, the Illinois Nurses
Association, the Illinois Pharmacists Association, the Illinois Public
Health Association, the Illinois Retail Merchants Association, the
Illinois State Medical Society, the Illinois Department of State
Police, and the Illinois State's Attorneys Association; and be it
further
RESOLVED, That the Commission shall conduct at least 2 public
hearings, one in Chicago and one in Springfield; and be it further
RESOLVED, That the members of the Commission shall adopt bylaws and
elect a chairperson; members of the Commission shall serve without
compensation; the Illinois Department of Public Health shall provide
administrative support for the Commission; and be it further
RESOLVED, That the Commission shall report its recommendations to

or private organization, any new housing project without the prior

project is in the public interest; and
WHEREAS, The General Assembly and the cities of Champaign and
Urbana have encouraged the University of Illinois to expand its role in
economic development and its efforts to work with appropriate State and
private agencies, local community leaders, and others interested in
economic development; and
WHEREAS, The General Assembly finds that the Board of Trustees of
the University of Illinois is selecting a developer through a
competitive process to develop a commercial district on the east side
of campus that would contain private apartment-style housing and has
selected a different developer, after a competitive process, to develop

a research park that could include a hotel-conference center, both of
which meet this economic development interest; and
WHEREAS, These facilities would serve the community, promote
economic development, and provide other benefits to the East-Central

WHEREAS, Cancer is a leading cause of morbidity and mortality in
the State of Illinois and throughout the Nation; and
WHEREAS, Cancer is disproportionately a disease of the elderly,
with more than half of all cancer diagnoses occurring in persons age 65
or older, who are thus dependent on the federal Medicare program for
provision of cancer care; and
WHEREAS, Treatment with anti-cancer drugs is the cornerstone of
modern cancer care; elderly cancer patients must have access to
potentially life-extending drug therapy, but the Medicare program's
coverage of drugs is limited to injectable drugs or oral drugs that
have an injectable version; and
WHEREAS, The Nation's investment in biomedical research has begun
to bear fruit with a compelling array of new oral anti-cancer drugs
that are less toxic, more effective and more cost-effective than
existing therapies, but, because such drugs do not have an injectable
equivalent, they are not covered by Medicare; and
WHEREAS, Non-coverage of these important new products leaves many
Medicare beneficiaries confronting the choice of either substantial
out-of-pocket personal costs or selection of more toxic, less effective
treatments that are covered by the program; and
WHEREAS, Medicare's failure to cover oral anti-cancer drugs leaves
at risk many beneficiaries suffering from blood-related cancers like
leukemia, lymphoma, and myeloma, as well as cancers of the breast,
lung, and prostate; and
WHEREAS, Certain Members of the United States Congress have

recognized the necessity of Medicare coverage for all oral anti-cancer
drugs and introduced legislation in the 107th Congress to achieve that
result (H.R. 1624: S. 913); therefore, be it
RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL ASSEMBLY OF
THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN,
that we respectfully urge the Congress of the United States to adopt
legislation requiring the Medicare program to cover all oral

University of Northern Colorado in 1974; and
WHEREAS, Mr. Arnold began his teaching career at West Chicago
Community High School in 1968; during his tenure, he has coached
football, track, and cross country and ran the Legislative Semester for
19 semesters; in addition, his class proposed and saw the passage of a
paper recycling bill in the General Assembly; the Governor flew to West
Chicago Community High School to sign the bill into law; and
WHEREAS, Mr. Arnold also ran a Ski and Outdoor Tripping program in
conjunction with the West Chicago Park District, coached Tri-City
Soccer for 11 seasons, volunteered for Camp Manito-wish YMCA in Boulder
Junction, Wisconsin, and was a ski instructor for 17 years at Villa
Olivia Ski Area in Bartlett; and
WHEREAS, Stephen Arnold will be remembered for riding his bike to

work everyday for 28 years, and walking to work for the last six years;
and
WHEREAS, Stephen Arnold is the proud husband of Peggy Arnold, and
the father of Kate Arnold, who is graduating from Stanford University

A. Karfs, who passed away on April 6, 2002; and
WHEREAS, Betty A. Karfs was born on November 26, 1929 to the late
Elmer and Henrietta Friedli; she was the wife of Francis "Fank" Karfs,
who preceded her in death; and
WHEREAS, Mrs. Karfs was a license examiner for the State of
Illinois Motor Vehicle Department; she retired as an administrative
assistant for State Representative Yvetter Younge and was a Democratic
precinct committeewoman for many years; in addition, she was an
advocate of the Department of Children and Family Services; and
WHEREAS, Mrs. Karfs was a member of St. Augustine of Canterbury
Catholic Church in Belleville; and
WHEREAS, The passing of Betty Karfs will be deeply felt by all who

WHEREAS, The members of the Illinois House of Representatives are
proud to recognize those war veterans who fought so bravely to protect
the interests of their fellow Americans; and
WHEREAS, It has come to our attention that the group of Navy and
Marine veterans who served on the U.S.S. Lexington CV-2 will celebrate
their 49th annual reunion, sponsored by the U.S.S. Lexington CV-2 Club,
in Decatur from May 29 through June 2, 2002; and
WHEREAS, The U.S.S. Lexington CV-2 was launched on October 3, 1925,
by the Bethlehem Shipbuilding Corporation, Ltd., at the Fore River
Plant in Quincy, Massachusetts, and commissioned on December 14, 1927;
and
WHEREAS, During peacetime years, the Lexington was a pioneer in
the development of naval aviation combat tactics and personnel
training; she was the first ship to average more than 30 knots on an
ocean voyage from California to Hawaii in June 1928, and, incredibly,
supplied power to the city of Tacoma, Washington in December 1929 and
January 1930; the Lexington led the search for the downed airplane of
Amelia Earhart in the Pacific in July 1937; and
WHEREAS, On February 20, 1942, one of the Lexington fighter pilots,
Lt. Edward H. "Butch" O'Hare, shot down five Japanese bombers in aerial
combat near Bougainville, Solomon Islands; Lt. O'Hare became the first

Navy Ace of World War II and was awarded the Congressional Medal of
Honor; his namesake is O'Hare International Airport in Chicago; and
WHEREAS, On May 4-8, 1942, the Battle of the Coral Sea was fought
in the South Pacific; Lexington pilots participated in sinking the
first Japanese aircraft carrier on May 7, 1942; the Battle is
considered a strategic victory for the Allied Naval Task Force 17 in
thwarting Japanese plans from invading Port Moresby, New Guinea, and
preserving the safety of Northern Australia; this was the first major
sea battle in naval history where the surface ships involved did not
exchange a single shot; the Lexington was sunk on May 8, 1942, after
suffering two torpedo hits and three bomb hits followed by
uncontrollable fires; and
WHEREAS, Many of the veterans attending the reunion are survivors
from the Lexington's sinking; therefore, be it

honored to recognize milestone dates in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that the Reverend Lawrence
Hanley is celebrating 50 years in the priesthood on May 1, 2002; and
WHEREAS, Father Hanley was ordained on May 1, 1952 by Cardinal
Stritch at St. Mary of the Lake; from 1952 to 1960 he served as
Assistant Pastor at St. Joachim's Parish in Chicago; from 1960 to 1966
he served as Assistant Pastor at St. Peter's Parish in Antioch; and
from 1966 to 1973 he served as Assistant Pastor as Holy Trinity in the
Medical Center in Chicago; and
WHEREAS, From 1973 to 1981, Father Hanley served as Pastor of Holy
Rosary Parish in Chicago and from 1981 to 1996 as Pastor of St. Peter's
Parish in Antioch; and
WHEREAS, From 1997 to the present day, Father Hanley has served as
Pastor Emeritus of St. Peter's Parish; and
WHEREAS, Prior to his ordination, Father Hanley attended Quigley
Preparatory Seminary in Chicago; and
WHEREAS, On April 14, 2002, the members of St. Peter's Parish in
Antioch will honor Father Hanley with a Golden Jubilee "50 years in the
Priesthood" Celebration; therefore, be it

as a village trustee for 17 years until 1989, when he resigned to
become Village Manager; and

WHEREAS, Mr. Selman's excellent business acumen and knowledge were
honed from a career of 35 years at Natural Gas Pipeline of America,
where he started as office boy and became Director of Research and
Development; in addition, he served as sub-committee chairman-Budget

Planning Executive Institute; and
WHEREAS, Mr. Selman is an active member of the Niles community,
serving as chairman of the Niles Youth Commission, as co-chairman of
the Niles Diamond Jubilee Committee, and as a member of the Board of
Directors and past president of Chesterfield Garden Estates Homeowners
Association; and
WHEREAS, Mr. Selman has enjoyed the opportunity to make a
contribution to the growth of Niles and the quality of life in Niles;
among his accomplishments include the construction of new buildings
such as Village Hall and the installation of a new computer system and
software; and
WHEREAS, Co-workers, friends, family, and members of the Niles
community will celebrate Village Manager Abe Selman's career at his
Retirement Celebration on May 1, 2002; therefore, be it

WHEREAS, The life history of Elmo Ray Younger is one of quiet
public commitment and dedication to serving his country and community
well; and
WHEREAS, Mr. Younger's list of accomplishments include serving as
Republican precinct committeeman for over 30 years, as Juvenile
correctional counselor for the Department of Corrections for 29 years,
as a Union Representative for the Central States Joint Board for 12
years, as a Board member for the Grundy County Health Association for 6
years, and on the Executive Board of the Boy Scouts for 36 years; and
WHEREAS, In addition, he served as a Commander of the local chapter
of the Disabled American Veterans for 12 years, as the Department of
Illinois Disabled American Veterans State Chaplin for 4 years, and as
State Commander for 2 years; he also led the drive for a memorial to
those civilians killed in an explosion at the Joliet Arsenal in 1942,
which was dedicated in 2001; and
WHEREAS, Elmo Ray Younger is the first and only African-American
elected to public office in Grundy County as a three term Alderman for
the City of Morris; and
WHEREAS, Mr. Younger currently serves as a member of the Joliet
Arsenal Property's Remediation Action Board; at the age of 80, he
continues to walk the path of volunteer involvement he started over 55
years ago; and
WHEREAS, Elmo Ray Younger is a dedicated husband, father, and proud
Grundy County citizen; therefore, be it

Literacy Office and the Illinois Press Association host the Spotlight
on Achievement and Spotlight on Service Awards, recognizing outstanding
progress made by literacy students or families and honoring volunteer
tutors for their heroic commitment to literacy; and
WHEREAS, Dorothy Hawn, a volunteer tutor from Kaskaskia College,
will receive the Spotlight on Service Award on May 17, 2002 in
Springfield; and
WHEREAS, Dorothy Hawn has volunteered as a Literacy Tutor in the
Reading Link Adult Literacy Program at Kaskaskia College in Centralia
for the past 12 years; she has tutored over 600 hours since January
1990; in addition, she participates in local "Tutor Talks" and in many
out-of-district services; and
WHEREAS, Dorothy Hawn is a lead tutor at Kaskaskia College and
helps tutor trainees with observations and assisting; she currently
tutors an English as a Second Language Class and is tutoring the
English language to a foreign student one-on-one; and
WHEREAS, Dorothy Hawn has received great satisfaction and reward
from her tutoring experiences; her inspiration has helped a man pass
the Commercial Driver's License test with flying colors after less than
a year's reading instruction and has provided a female student, who had
been hampered by low self-esteem, the gift of confidence in her reading
skills; and
WHEREAS, In recognition of her work with the Reading Link Adult
Literacy Program, Dorothy Hawn was the recipient of the Reading Link
Tutor of the Year in 1998; therefore, be it

driver employed by a public transportation provider authorized to
conduct local or interurban transportation of passengers when the bus
is not traveling a specific school bus route but is on a regularly
scheduled route for the transporting of other fare paying passengers.".
