RESOLUTION
The following resolutions were offered and placed in the Committee

HOUSE RESOLUTION 1163
Offered by Representative Parke:
WHEREAS, The members of the Illinois House of Representatives would
like to congratulate Rick Pyle, Director of Parks, Recreation and
Museum for the Streamwood Park District, on his retirement after more
than thirty-one years of service to three wonderful communities, Mt.
Prospect, Freeport, and Streamwood; and
WHEREAS, His legacy includes nearly two million dollars for land
and park development, opening the 64,000 square foot Park Place Family
Recreation Center, and long-range planning to allow for future park
expansion; and
WHEREAS, His love of people and desire to provide top-flight
recreational opportunities to all have made each of the communities he
served a better place to live; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Rick
Pyle on his retirement after many years of exemplary service and we

HOUSE RESOLUTION 1164
Offered by Representative Bost:
WHEREAS, The members of the Illinois House of Representatives would
like to congratulate Karl L. Bartelsmeyer of Carbondale, upon his
retirement from the Illinois Department of Transportation on December
31, 2002 after 38 years of dedicated service to the people of Illinois;
and
WHEREAS, Mr. Bartelsmeyer was born on November 9, 1941; he received
his Bachelor of Science in Civil Engineering from the University of
Kansas in 1965; and
WHEREAS, He began his professional career with the Illinois
Department of Transportation in 1965 as Civil Engineer I, progressed to
[January 6, 2003] 10
the position of Civil Engineer VIII, and served as Bureau Chief of the
Central Bureau of Land Acquisition; in 1992, he was appointed District
Engineer in District 9; and
WHEREAS, He is a Professional Engineer and a Registered Land
Surveyor; he is past President of the Egyptian Chapter of the Illinois
Society of Professional Engineers and past President of the Carbondale
Chapter of the Illinois Association of Highway Engineers; and
WHEREAS, He is involved in his community and has served as an
elected member of the Board of Education for Carbondale Elementary
Schools for over 4 years; his special assignments included teacher
contract negotiations, the long-range planning committee and the real
property committee; and
WHEREAS, He served First United Methodist Church as chairman of the
Planning and Building Committees during renovation of a 60-year-old
building; he has also served as chairman of the Board of Trustees and
has also served on the Finance Committee, Pastor-Parish Committee,
Organ Renovation Committee and the Administration Board; and
WHEREAS, In the Boy Scouts of America he has served as Cubmaster,
Assistant Scoutmaster, Treasurer, Committee Chairman, Advancements
Chairman and Webelos Den Leader; he has served on the Carbondale
Highway Credit Union Board of Directors, including nine years as
Chairman of the Supervisory Committee and two years as Board Chairman;
and
WHEREAS, His retirement will allow him to pursue his hobbies of
camping and woodworking and spend more time with his wife, Sandy; his
children, David, Michael, Robert, Sean, Brian, and Matt; and his
grandchildren Craig, Brianna, Nicholas, and Cameron; therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Karl L.
Bartelsmeyer on his exemplary service to his profession, his community,
and the State of Illinois and we wish him health and happiness in all
of his future endeavors; and be it further

Karl L. Bartelsmeyer as an expression of our respect and esteem.
HOUSE RESOLUTION 1165
Offered by Representative Giles:
WHEREAS, The members of the Illinois House of Representatives
learned with great sadness of the death of Reverend Charlie Murray of
Chicago on December 10, 2002; and
WHEREAS, Reverend Murray was born to George and Lovie Murray on May
16, 1922 in Parkin, Arkansas; he received his early education in the
public schools of Parkin, Arkansas; he later moved to Detroit, Michigan
and then to Chicago where he remained until his passing; and
WHEREAS, He was employed by the National Tea Company, United States
Steel, and the Northern Trust Bank; in addition, he was the proprietor
of a grocery store and restaurant; and
WHEREAS, Reverend Murray was a noted singer, and sang
professionally in a number of venues; he was called to the Ministry and
ordained in 1952, and was called to Pastor the Southern Baptist Church
of Chicago which was later renamed the New Galilee M. B. Church, where
he labored for 48 years; he studied at the Moody Bible and Chicago
Baptist Institutes, and received his Doctor of Divinity Degree from the
McCormick Theological Seminary; he retired from the pastorate on
January 20, 2001; and
WHEREAS, He was actively involved in a number of organizations; he
was President of the Westside Ministers' Coalition and a member of the
Operation PUSH Ministers' Alliance, Broadcast Ministers' Alliance, and
the Midwest Community Council; he was a Board member of the Loretta
Hospital; Chaplain, Chicago Police Department; Chaplain, St. Jude's
League; 33rd Degree Mason, Prince Hall Masonic Temple; and Deputy
Sheriff for the Cook County Sheriff's Department, State of Illinois,
Facilitator, 15th Police District CAPS Ministerial Group; and
WHEREAS, Reverend Charlie Murray will be sadly missed and he leaves
a legacy of involvement and concern that will long inspire the citizens

of this State; and
WHEREAS, His passing will be deeply felt by all who knew and loved
him, especially, his wife, Laura; his son, Charles Jr. (Janice); his
four daughters, Ruby Reed-Ruff (Albert), Shirley Newsome, Patricia
Hymon, and Stephanie James; his nine grandchildren, James Hymon,
Valencia Jenkins, Petite Butler, John Reed, Tracy Reed, Patrice James,
Jeffrey James, Charles Murray II, and Joseph Murray; his six great
grandchildren, Naquitta Dent-Murray, Jamal and Donovan Hymon, Alyssa
Butler, Joseph James, and Taylor Jackson; his great-great
granddaughter, Nylah Dent-Murray; one goddaughter, Hannah Valentine;
and a host of other relatives and friends; and
WHEREAS, Reverend Murray was preceded in death by one son, Kim
Kendall; and one grandchild, Glenn Carey-Murray; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow and
regret the death of Reverend Charlie Murray and extend our sincere
condolences to his family and friends; and be it further

the family of Reverend Charlie Murray as an expression of our sympathy
and regret.
HOUSE RESOLUTION 1166

WHEREAS, The members of the Illinois House of Representatives are
honored to recognize milestones in businesses in the State of Illinois;
and
WHEREAS, The La Salle National Bank will celebrate its 122nd year
of banking in this State; the La Salle National Bank was the first
banking institution in the La Salle area; and
WHEREAS, The bank received charter number 2503 from the federal
government and has continuously served the banking needs of the people
of the community since 1880; and
WHEREAS, The first president of the bank was I. H. Norris, who
served from 1880 to 1901; in 1911 the bank moved to its present
location at 105 Marquette Street in La Salle, Illinois; and
WHEREAS, In 1990 the bank expanded service by adding a branch
location in Peru, Illinois, located at 4141 Venture Drive; and
WHEREAS, the members of the Board of Directors are Gerald F.
Fitzgerald, Jr.; Marci Duro; William H. Plantan; David Sickley; Douglas
J. Schweickert; Jack Wayland; O. J. Stoutner, Chairman; F. G. Bichl,

recognize veterans of the United States military from the State of
Illinois; and
WHEREAS, Colonel Thomas Burke Bishop was born on January 11, 1925
in Gillespie, Illinois to the late Walter L. Bishop Sr. and Mary Burke
Bishop; and
WHEREAS, Colonel Thomas Burke Bishop graduated from Litchfield
Community High School; he earned his bachelor's degree from Eastern
Illinois University and his master's degree at Sangamon State
University; in addition he attended the Army Air Corps Basic Training,
On the Line Army Air Corps Training, USAAC Pre-Flight School, USAAC
Navigation School, Crew Assuagement, B17 Phase Training, Loran School,
Weather School, US Army Infantry School, Command and General Staff
College, United States Army Logistical Management School, Norwich
University, and Millikin University; and
WHEREAS, Colonel Thomas Burke Bishop enlisted in the United States
Army Air Corps on August 13, 1943, and retired on February 1, 1982; he
proudly served his country as a navigator during World War II as well
as serving during the Korean and Vietnam conflicts; he was commissioned
2nd Lieutenant of the United States Army Air Corps on December 9, 1944
at the age of nineteen and was promoted to full Colonel on November 23,
1966, at the age of 41; and
WHEREAS, During his career in the United States Army, Colonel
Thomas Burke Bishop commanded Hv Mort Co, 130th Infantry Regiment, 44th
Infantry Division upon entry on Federal Active Duty from Litchfield,
Illinois on February 15, 1952; Colonel Bishop is one of only two men to
have ever taken a Company into Federal Service from Litchfield,
Illinois; he also served as Company Commander and S-3, Plans and
Operations of the 223rd Infantry Regiment in combat in Korea, Heart
Break Ridge, No Name Ridge, Punch Bowl, Inji, and Kumwa; in addition,
he served as chairman of the United States Property and Fiscal
Officers, NGB, and at the Pentagon and was established as the First
Commandant of the Illinois Officer Candidate School; and
WHEREAS, Colonel Thomas Burke Bishop has been affiliated with
several organizations, including as a 50 year member of AF&AM #236 in
Litchfield, a 32nd Degree Mason at the Valley of Springfield, Illinois,
a member of the Ansar Shrine, a 50 year member of the American Legion
Post #436, a life member of the Retired Officer Association; and he
served as a past member of the VFW, the Elks Lodge, Oakcreat Country
Club, and Scott AFB Officers Club; and
WHEREAS, During his outstanding career with the United States Army,
Colonel Thomas Burke Bishop earned many awards and commendations,
including the Legion of Merit, the Combat Infantryman's Badge, the
Aerial Navigation Wings, the Eagle Award, the WWII Victory Medal, the
Army Commendation Medal, the United Nations Service Medal, the National
Defense Service Medal, the Illinois Military Medal of Merit, the
Illinois Active Duty Ribbon, the Bronze Star Medal, the Meritorious
Service Medal, the Korean Presidential Unit Citation, the American

Campaign Medal, the Good Conduct Medal, the Armed Forces Medal, the
Korean Service Medal, the Virgin Islands Meritorious Service Medal, and

person who, through her quick response to an emergency situation, was
successful in helping to save the life of her mother; and
WHEREAS, It has come to our attention that on Saturday, November
30, 2002, Kadasia Hutchinson, age 4, could not rouse her mother; she
dialed 911 and calmly told the operator that her mother needed help;
and
WHEREAS, Kadasia gave the operator her name, address, and phone
number, then used a security code to turn off the alarm system; she
maintained her composure as she answered the door, then led the
paramedics upstairs to her unconscious mother and back downstairs to
the insulin; and
WHEREAS, Her quick action and composure saved the life of her
mother, Erica Douglas; therefore, be it

WHEREAS, It has come to our attention that Howard L. Roseen has
retired as Chief of Police of the City of Palos Heights; and
WHEREAS, Chief Roseen joined the Palos Heights Police Department in

1972; in 1973 he was appointed to work as a juvenile officer and a
detective; in 1976 he was promoted to the position of patrol sergeant;
in 1985 he was appointed to the position of Patrol Division Commander;
he served as Administrative Police Lieutenant from 1990 to 1997 and was
Acting Chief of Police in 1992 and 1993 and ADA coordinator from 1994
to 1996; in September of 1997, he was appointed Chief of Police; and
WHEREAS, In 1991 he created and implemented the civilian Community
Service Officer Program, which brought young men and women, typically
interested in law enforcement careers, into the Department to assist
with duties that did not require a sworn police officer; in 1992, while
he was Acting Police Chief, the Palos Heights Police Department began
working with the United States Customs Service in a joint investigative
task force that has brought over $3,000,000 to the City through federal
programs; under his direction, the Palos Heights Police Department has
benefited from numerous federal and state grants; and
WHEREAS, He has emphasized traffic safety; at his request, the City
of Palos Heights enacted an ordinance making the failure to wear a seat
belt a primary traffic offense; several officers have been trained to
become Certified Child Safety Seat Technicians; and he has worked with
local businesses to create a Holiday Seat Belt Awareness Program; and
WHEREAS, He spearheaded a five-year effort to build the new
$3,500,000 police headquarters which was dedicated in 2002 and is a
reflection of the quality police service that is provided by the
Department to the people of Palos Heights; and
WHEREAS, Chief Roseen has been a member of the International
Association of Chiefs of Police and the Illinois Association of Chiefs
of Police, serving on the Legislative Committee; the South Suburban
Association of Chiefs of Police; the Fifth District Police Chiefs
Association, serving as President; the Southwest Central Dispatch
Executive Committee, serving as President; the Fifth Municipal District
Family Violence Prevention Coordinating Council, serving as Co-Chairman
of the Law Enforcement Committee; the Law Enforcement Information
Management Section of the International Association of the Chiefs of
Police, serving on the Executive Board; and the Fire District II Cause
and Origin Team; he has been a Certified Arson Investigator since 1986;

retired from Shirland School after 20 years of service; and
WHEREAS, She was born on June 26, 1936; she graduated from Michigan
State University and moved to Shirland in the early 1970s; she started
teaching 5th grade at Shirland School in 1982; and
WHEREAS, She has been a friend and mentor to many students, staff
and families; she was queen of the Pep Club concession stand for the
home volleyball and basketball games; she always made sure that
students and staff had spirit buttons for basketball season; she also
starred in the Kitchen Quartet performance; and
WHEREAS, She taught the challenging Double-Digit Division and used
"March Madness" and the final four as a teaching aid; and
WHEREAS, She has been married to Harold Lyle Ebbers for 34 years
and they have three children, Tim Ebbers and wife Lisa, Margie and
husband Marty Lenox and Jill Trojniar; she has six grandchildren; one
brother, Bill Sjostrom; and one sister, Karen Wilcox; her retirement
will allow her to spend more time with her family; and

computer-related functions were the criteria for promoting her to the
position of Brighton North Elementary School's first Computer Lab
Assistant; and
WHEREAS, Carolyn Talley was the driving force in initiating a
keyboarding program for children in grades 4-6; and
WHEREAS, She has been recognized by her Principal, Bill Bishop, as
being one of the most influential and progressive aides with whom he
has ever worked, and a truly inspirational leader; and
WHEREAS, She has been recognized by her Principal as having
unflinchingly initiated an Accelerated Reader Program that provides
students the opportunity to read for fun and pleasure and established a
system of rewards for students' reading; and
WHEREAS, She initiated the publishing of a monthly newspaper by
Brighton North Elementary School sixth grade students which is
distributed to all school parents and students as well as other schools
in the district; and
WHEREAS, She is responsible for implementing a spring field trip
with her newspaper staff to tour the Alton Telegraph, and to visit the
Elijah P. Lovejoy Monument and the Alton Museum of Art and History; and
WHEREAS, She has been recognized by her school superintendent, Dr.
Daniel J. Clasby, as a person who cares about children and who goes
beyond her normal duties in attempting to provide positive learning
experiences for students and staff; and
WHEREAS, She promoted Family Reading Night as part of American
Education Week; and
WHEREAS, She has served on her school's site-based committee for
five years; and
WHEREAS, She was instrumental in the founding of the organizing
committee that led to the successful formation of the Southwestern ESP
Association; she was elected to serve as the first Association
President; and
WHEREAS, She has been appointed to every Association bargaining
team, she has served as chief negotiator and committee member, and she
also has served as a trainer at regional and state IEA and IEA-ESP
Conferences; and
WHEREAS, She coordinates an annual local association community

WHEREAS, It is with deepest sorrow that the members of the House of
Representatives of the State of Illinois learned of the death of one of
our respected colleagues, Representative Timothy H. Osmond of Antioch,
on Tuesday, December 17, 2002; and
WHEREAS, Representative Osmond served the citizens of the 62nd
District since his election to the House of Representatives in 1998 and
was re-elected to a third term in November of 2002; he previously
served as Antioch Township Supervisor and Trustee as well as being an
alternate delegate to the Republican National Convention in 1992; and
WHEREAS, During the years he was a member of the legislature, he
was known as a strong voice for small businesses and an advocate for
education, a conservative on fiscal issues and a moderate on social
issues; he was involved in legislation relating to industry, increasing
security around Illinois nuclear plants, and controlling crime; he
brought Illinois FIRST funds to the 62nd District that were used for
education, parks and recreation, and seniors; and
WHEREAS, Representative Osmond graduated from Antioch Community
High School in 1967; he received a Bachelor of Business Degree from
Western Illinois University in 1971 and became a Certified Insurance
Counselor in 1981; and
WHEREAS, Representative Osmond was the owner of Osmond Insurance
Service Ltd. and was a member of St. Peter Parish in Antioch; he had

served as the Director of State Bank of the Lakes; he was a volunteer
paramedic on the Antioch Rescue Squad for over 20 years and was chief
of the squad from 1995 to 1997; and
WHEREAS, Representative Osmond was a member of various civic and
business groups including the Antioch Chamber of Commerce and Industry;
the Antioch Lions Club, for which he served as a past treasurer; the
Antioch Rotary Club, for which he was a past president and Community
Service Award Recipient in 1998; the Lakes Region Historical Society;
the Northern Illinois Conservation Club; the Antioch Republican Club,
for which he served as a past president; Ducks Unlimited; and the North
Central Association Visiting Committee for Antioch Community High
School; and he was a Rotary Exchange Student Host Parent; and
WHEREAS, Representative Osmond will be remembered as a
down-to-earth person who kept well-informed on the issues and had a
sincere and genuine personality; and
WHEREAS, The passing of Representative Timothy Osmond will be felt
most deeply by his devoted family and friends who supported him
throughout his public and private career, especially his wife, JoAnn,
his son, Michael, and his daughter, Colleen Canarchy; therefore, be it

WHEREAS, The members of the Illinois House of Representatives were
saddened to learn of the death of State Representative Doug Hoeft of
Elgin on December 17, 2002; and
WHEREAS, Representative Hoeft was born in Rochester, Minnesota on
May 26, 1942 and lived in Elgin for the past 37 years; and
WHEREAS, He received his Bachelor of Science from Denison
University, attended Northwestern University, and received his Doctor
of Education from Northern Illinois University; he taught school for
one year at Flower High School in Chicago before taking a job teaching
social studies at Elgin High School in 1965; he taught at the school
for 10 years before going to work in the Kane County regional office of
education; in 1987, he was named regional superintendent of schools; he
was also a teacher for six years before becoming a legislator; and
WHEREAS, In December 1991, he announced his candidacy for the 66th
District House seat vacated by former State Representative James
Kirkland; he quickly gained a reputation for his knowledge of education
issues, and was known as "Mr. Education" in the halls of the General
Assembly; he had served in the Illinois House since 1993; he was known
as one of the legislature's strongest voices and most vocal advocates
for education issues; and
WHEREAS, He served on a number of legislative committees, including
those dealing with education, election reform, and prisons; he served
in numerous civic and community activities, including: Vice-President,
Elgin Well Child Clinic; Secretary, Elgin Family Service Association;
Chairperson, Elgin Community College Human Services Committee and Elgin
Adult Education Planning Council; Kane County DUI Task Force; Elgin
Area Private Industry Council; Criminal Justice Commission; Citizen
Advisory Council for the Department of Children and Family Services;
and Governor Edgar's Drug and Alcohol Abuse Prevention Task Force; and
WHEREAS, His committee assignments included Elementary and
Secondary Education, Environment and Energy, and Insurance, and he was
a spokesman for Personnel and Pensions; he was a member of the Pension
Laws Committee (PLC) and the legislature that increased the retirement
benefits of State employees and downstate and Chicago teachers; he was
chairman of the Unification Subcommittee and was a member of the Policy
Subcommittee that formulated the PLC's formal pension policy; he was an

advocate for charter schools and reforming the Illinois State Board of
Education; he also supported waivers from some State mandates to
promote innovation and coordinated a task force to improve gifted
education; and
WHEREAS, He was praised for his commitment to both State schools
and the Elgin area; in November, he was re-elected to a sixth term that
would have begun in January; his hard work and sense of humor will long
be remembered; he always entertained everyone with his "joke of the
day"; and
WHEREAS, His passing will be deeply felt by his friends and family,
especially his wife, Libby; his son, Brian; his daughter, Amy Saylor;
his father, William; his two brothers, William and Bruce; and his
sister, Nancy Eales; therefore, be it
