    Amends the Regulatory Sunset Act. Extends the repeal of the Illinois Petroleum Education and Marketing Act from January 1, 2018 to January 1, 2028. Amends the Illinois Petroleum Education and Marketing Act. Removes language providing for the expiration of the Illinois Petroleum Resources Board. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Regulatory Sunset Act is amended by changing
5Section 4.28 and adding Section 4.38 as follows:
 
6    (5 ILCS 80/4.28)
7    Sec. 4.28. Acts repealed on January 1, 2018. The following
8Acts are repealed on January 1, 2018:
9    The Illinois Petroleum Education and Marketing Act.
10    The Podiatric Medical Practice Act of 1987.
11    The Acupuncture Practice Act.
12    The Illinois Speech-Language Pathology and Audiology
13Practice Act.
14    The Interpreter for the Deaf Licensure Act of 2007.
15    The Nurse Practice Act.
16    The Clinical Social Work and Social Work Practice Act.
17    The Pharmacy Practice Act.
18    The Home Medical Equipment and Services Provider License
19Act.
20    The Marriage and Family Therapy Licensing Act.
21    The Nursing Home Administrators Licensing and Disciplinary
22Act.
23    The Physician Assistant Practice Act of 1987.

7    Sec. 4.38. Act repealed on January 1, 2028. The following
8Act is repealed on January 1, 2028:
9    The Illinois Petroleum Education and Marketing Act.
 
10    Section 10. The Illinois Petroleum Education and Marketing
11Act is amended by changing Section 10 as follows:

13    (Section scheduled to be repealed on January 1, 2018)
14    Sec. 10. Illinois Petroleum Resources Board.
15    (a) There is hereby created until January 1, 2018, the
16Illinois Petroleum Resources Board, which shall be subject to
17the provisions of the Regulatory Sunset Act. The purpose of the
18Board is to coordinate a program designed to demonstrate to the
19general public the importance of the Illinois oil and gas
20exploration and production industry, to encourage the wise and
21efficient use of energy, to promote environmentally sound
22production methods and technologies, to develop existing
23supplies of State oil and gas resources, and to support

1research and educational activities concerning the oil and gas
2exploration and production industry.
3    (b) The Board shall be composed of 12 members to be
4appointed as follows:
5        (1) Through December 31, 2006, the Governor shall make
6    appointments from a list of names submitted by qualified
7    producer associations, of which 10 shall be oil and gas
8    producers.
9        (2) Beginning January 1, 2007, all appointments shall
10    be made by the qualified producer associations.
11    (c) A member of the Board shall:
12        (1) be at least 25 years of age;
13        (2) be a resident of the State of Illinois; and
14        (3) have at least 5 years of active experience in the
15    oil industry.
16    (d) Members shall serve for a term of 3 years, except that
17of the initial appointments, 4 members shall serve for one
18year, 4 members for 2 years, and 4 members for 3 years.
19    (e) Vacancies shall be filled for the unexpired term of
20office in the same manner as the original appointment.
21    (f) The Board shall, at its first meeting, elect one of its
22members as chairperson, who shall preside over meetings of the
23Board and perform other duties that may be required by the
24Board. The first meeting of the Board shall be called by the
25Governor.
26    (g) No member of the Board shall receive a salary or

1reimbursement for duties performed as a member of the Board,
2except that members are eligible to receive reimbursement for
3travel expenses incurred in the performance of Board duties.

5    Section 99. Effective date. This Act takes effect upon
6becoming law.
