Amends the Illinois Public Aid Code. Provides that mobile specialty care providers that serve children enrolled in a managed care organization shall not be required to obtain prior authorization in order to receive reimbursement for all services within the normal scope of chronic disease management, including, but not limited to, asthma, diabetes, obesity, and reproductive health. Requires mobile specialty care providers to make all reasonable attempts, as defined by rule of the Department of Healthcare and Family Services, to connect the children they serve to their primary care physician or an appropriate hospital defined as a Safety-Net Hospital under the Code to maintain a proper medical home. Defines "mobile specialty care provider". Requires the Department to adopt any rules necessary to implement these provisions. Effective July 1, 2017.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Public Aid Code is amended by |
5 | | adding Section 5-30.6 as follows: |
6 | | (305 ILCS 5/5-30.6 new) |
7 | | Sec. 5-30.6. Mobile specialty care providers; |
8 | | reimbursement. Mobile specialty care providers that serve |
9 | | children enrolled in a managed care organization shall not be |
10 | | required to obtain prior authorization in order to receive |
11 | | reimbursement for all services within the normal scope of |
12 | | chronic disease management, including, but not limited to, |
13 | | asthma, diabetes, obesity, and reproductive health. Mobile |
14 | | specialty care providers must make all reasonable attempts, as |
15 | | defined by Department rule, to connect the children they serve |
16 | | to their primary care physician or an appropriate hospital |
17 | | defined as a Safety-Net Hospital under Section 5-5e.1 of this |
18 | | Code to maintain a proper medical home. As used in this |
19 | | Section, "mobile specialty care provider" means a mobile-based |
20 | | entity that utilizes vehicles outfitted with diagnostic |
21 | | equipment and staff to provide medical treatment for a chronic |
22 | | disease or condition. The Department shall adopt any rules |
23 | | necessary to implement this Section.
