2 | AMENDMENT NO. ______. Amend House Bill 2681 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Local Government Professional Services | ||||||
5 | Selection Act is amended by changing Section 8 as follows:
| ||||||
6 | (50 ILCS 510/8) (from Ch. 85, par. 6408)
| ||||||
7 | Sec. 8. Emergencies and contracts under $50,000 Waiver of | ||||||
8 | competition . A political subdivision may establish an | ||||||
9 | expedited alternative procedure waive the
requirements of | ||||||
10 | Sections 4, 5, and 6 if it determines, by resolution, that an
| ||||||
11 | emergency situation exists and a firm must be selected in an | ||||||
12 | expeditious
manner, or the cost of architectural, engineering, | ||||||
13 | and land surveying
services for the project is expected to
be | ||||||
14 | less than $50,000 $25,000 . On January 1, 2023 and on January 1 | ||||||
15 | of each fifth year thereafter, the $50,000 is increased by an | ||||||
16 | amount equal to the cumulation of each annual unadjusted |

1 | percentage increase in the consumer price index-u rounded up to | ||||||
2 | the nearest $500. | ||||||
3 | An expedited alternative procedure shall establish | ||||||
4 | guidelines for selection based on demonstrated competence and | ||||||
5 | qualifications to perform the type of services required and may | ||||||
6 | include a request for professional services fees as part of the | ||||||
7 | expedited selection process. A political subdivision's | ||||||
8 | negotiation with a professional service firm or firms may | ||||||
9 | consider all of these guidelines, including a professional | ||||||
10 | services fee, when using the expedited alternative procedure. | ||||||
11 | For purposes of this Section, "consumer price index-u" | ||||||
12 | means the index published by the Bureau of Labor Statistics of | ||||||
13 | the United States Department of Labor that measures the average | ||||||
14 | change in prices of goods and services purchased by all urban | ||||||
15 | consumers, United States city average, all items, 1982-84=100.
