Amends the Local Records Act. Provides that a unit of local government or school district that serves a population of less than 1,000,000 that maintains an Internet website other than a social media or social networking website shall post to its website for the current calendar year a mechanism, such as a uniform, single email address, for members of the public to electronically communicate with elected officials of that unit of local government or school district. Requires the information to be easily accessible from the unit of local government's or school district's home page through a hyperlink. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Local Records Act is amended by adding |
5 | | Section 21 as follows: |
6 | | (50 ILCS 205/21 new) |
7 | | Sec. 21. Internet posting requirements. |
8 | | (a) A unit of local government or school district that |
9 | | serves a population of less than 1,000,000 that maintains an |
10 | | Internet website other than a social media website or social |
11 | | networking website shall, within 90 days of the effective date |
12 | | of this amendatory Act of the 100th General Assembly, post to |
13 | | its website for the current calendar year a mechanism, such as |
14 | | a uniform single email address, for members of the public to |
15 | | electronically communicate with elected officials of that unit |
16 | | of local government or school district, unless such officials |
17 | | have an individual email address for that purpose. |
18 | | (b) For the purposes of this Section "Internet website" |
19 | | shall not include any social media website, social networking |
20 | | website, or any other social media presence that a unit of |
21 | | local government or school district maintains. |
22 | | (c) A hyperlink to the information required to be posted |
23 | | under this Section must be easily accessible from the unit of |
