| 1 | AMENDMENT TO HOUSE BILL 3165

| 2 | AMENDMENT NO. ______. Amend House Bill 3165 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Unified Code of Corrections is amended by | ||||||
| 5 | changing Section 3-2.5-40.1 as follows: | ||||||
| 6 | (730 ILCS 5/3-2.5-40.1)
| ||||||
| 7 | Sec. 3-2.5-40.1. Training. The Department shall design | ||||||
| 8 | training for its personnel and shall enter into agreements with | ||||||
| 9 | the Department of Corrections or other State agencies and | ||||||
| 10 | through them, if necessary, public and private colleges and | ||||||
| 11 | universities, or private organizations to ensure that staff are | ||||||
| 12 | trained to work with a broad range of youth and possess the | ||||||
| 13 | skills necessary to assess, engage, educate, and intervene with | ||||||
| 14 | youth in its custody in ways that are appropriate to ensure | ||||||
| 15 | successful outcomes for those youth and their families pursuant | ||||||
| 16 | to the mission of the Department. The training for Department | ||||||
| |||||||
| |||||||
| 1 | personnel shall include courses in restorative practices. In | ||||||
| 2 | this Section, "restorative practices" means programs and | ||||||
| 3 | activities based on a philosophical framework that emphasizes | ||||||
| 4 | the need to repair harm through a process of mediation and | ||||||
| 5 | peace circles in order to promote empowerment and reparation. | ||||||
| 6 | The Department may adopt rules to implement the training, | ||||||
| 7 | including the length and frequency of the courses and the | ||||||
| 8 | curriculum for the courses.
