Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that the Governor shall include a General Revenue Fund recommendation to the State Board of Education in the annual budget sufficient to fund all reimbursement claims of school districts under specified provisions of the School Code and School Breakfast and Lunch Program Act. Provides that the General Assembly shall provide sufficient General Revenue Fund appropriations to fund all reimbursement claims of school districts under those provisions. Effective immediately.

1 | | AN ACT concerning State government.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Budget Law of the Civil Administrative |
5 | | Code of Illinois is amended by adding Section 50-40 as follows: |
6 | | (15 ILCS 20/50-40 new) |
7 | | Sec. 50-40. Education funding; mandates. Beginning with |
8 | | fiscal year 2018, the Governor shall include a General Revenue |
9 | | Fund recommendation to the State Board of Education in the |
10 | | annual budget sufficient to fund all reimbursement claims of |
11 | | school districts under this Section. The General Assembly shall |
12 | | provide sufficient General Revenue Fund appropriations to fund |
13 | | all reimbursement claims of school districts under this |
14 | | Section. This Section applies to mandates under Sections |
15 | | 14-7.02, 14-7.02b, 14-7.03, 14-13.01, 18-3, 18-4.3, and 29-5 of |
16 | | the School Code and Sections 4 and 15 of the School Breakfast |
17 | | and Lunch Program Act.

18 | | Section 99. Effective date. This Act takes effect upon |
19 | | becoming law.
