AMENDMENT TO HOUSE BILL 4208

2    AMENDMENT NO. ______. Amend House Bill 4208 as follows:
 
3on page 5, by replacing line 25 with the following:
4"healthy learning environments by reducing the reliance on
5exclusionary discipline and referrals to law"; and
 
6on page 6, line 7, after "to,", by inserting "(i)"; and
 
7on page 6, line 8, before "social", by inserting "school"; and
 
8on page 6, by replacing lines 9 through 11 with the following:
9"health specialists; (ii) otherwise expanding the availability
10of alternatives to exclusionary discipline and referrals to law
11enforcement, mental and behavioral health supports, wraparound
12services, and drug and alcohol treatment; and (iii) providing
13training for school staff on alternatives to exclusionary
14discipline and law enforcement involvement for"; and

1on page 7, by replacing lines 1 through 11 with the following:
2"annually. The criteria to be considered by the State Board of
3Education in awarding the funds shall be (i) the rates of
4exclusionary discipline in the target schools over the
5preceding 3 years and (ii) the degree to which the proposal
6articulates a strong, comprehensive approach for reducing the
7reliance on exclusionary discipline and referrals to law
8enforcement to address school disciplinary matters while
9building safer and healthier learning environments. Priority
10shall be given to school districts that meet the metrics under
11subsection (b) of Section 2-3.162."; and
 
12on page 7, by replacing line 13 with the following:
13"ranked from highest rates to lowest, with higher"; and
 
14on page 8, by replacing lines 15 through 21 with the following:
15"the reliance on exclusionary discipline and referrals to law
