    Amends the Illinois Vehicle Code. Provides that, beginning with the 2020 registration year, the Secretary of State shall issue one set of permanent vehicle registration plates to an applicant with a permanent disability who is eligible to receive special license plates for veterans with disabilities or an applicant who is eligible to receive Purple Heart special license plates. Provides that any additional plates issued to a person eligible to receive the special license plates shall be subject to applicable registration and renewal fees.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 3-609, 3-623, and 3-808.1 as follows:
 
6    (625 ILCS 5/3-609)  (from Ch. 95 1/2, par. 3-609)
7    Sec. 3-609. Plates for veterans with disabilities.
8    (a) Any veteran who holds proof of a service-connected
9disability from the United States Department of Veterans
10Affairs, and who has obtained certification from a licensed
11physician, physician assistant, or advanced practice
12registered nurse that the service-connected disability
13qualifies the veteran for issuance of registration plates or
14decals to a person with disabilities in accordance with Section
153-616, may, without the payment of any registration fee, make
16application to the Secretary of State for license plates for
17veterans with disabilities displaying the international symbol
18of access, for the registration of one motor vehicle of the
19first division or one motor vehicle of the second division
20weighing not more than 8,000 pounds.
21    (b) Any veteran who holds proof of a service-connected
22disability from the United States Department of Veterans
23Affairs, and whose degree of disability has been declared to be

150% or more, but whose disability does not qualify the veteran
2for a plate or decal for persons with disabilities under
3Section 3-616, may, without the payment of any registration
4fee, make application to the Secretary for a special
5registration plate without the international symbol of access
6for the registration of one motor vehicle of the first division
7or one motor vehicle of the second division weighing not more
8than 8,000 pounds.
9    (c) Renewal of such registration must be accompanied with
10documentation for eligibility of registration without fee
11unless the applicant has a permanent qualifying disability, and
12such registration plates may not be issued to any person not
13eligible therefor. The Illinois Department of Veterans'
14Affairs may assist in providing the documentation of
15disability.
16    (d) The design and color of the plates shall be within the
17discretion of the Secretary, except that the plates issued
18under subsection (b) of this Section shall not contain the
19international symbol of access. The Secretary may, in his or
20her discretion, allow the plates to be issued as vanity or
21personalized plates in accordance with Section 3-405.1 of this
22Code. Except as provided in subsection (f), registration
23Registration shall be for a multi-year period and may be issued
24staggered registration.
25    (e) Any person eligible to receive license plates under
26this Section who has been approved for benefits under the

1Senior Citizens and Persons with Disabilities Property Tax
2Relief Act, or who has claimed and received a grant under that
3Act, shall pay a fee of $24 instead of the fee otherwise
4provided in this Code for passenger cars displaying standard
5multi-year registration plates issued under Section 3-414.1,
6for motor vehicles registered at 8,000 pounds or less under
7Section 3-815(a), or for recreational vehicles registered at
88,000 pounds or less under Section 3-815(b), for a second set
9of plates under this Section.
10    (f) Beginning with the 2020 registration year, the
11Secretary shall issue an applicant who has a permanent
12disability one set of permanent vehicle registration plates
13under Section 3-808.1 of this Code. Except as provided in
14subsection (e), an applicant for a second set of plates shall
15pay the fee otherwise provided in this Code for passenger cars
16displaying standard multi-year registration plates issued
17under Section 3-414.1, for motor vehicles registered at 8,000
18pounds or less under subsection (a) of Section 3-815, or for
19recreational vehicles registered at 8,000 pounds or less under
20subsection (b) of Section 3-815.

23    Sec. 3-623. Purple Heart Plates.
24    (a) The Secretary, upon receipt of an application made in
25the form prescribed by the Secretary of State, may issue to

1recipients awarded the Purple Heart by a branch of the armed
2forces of the United States who reside in Illinois, special
3registration plates. The Secretary, upon receipt of the proper
4application, may also issue these special registration plates
5to an Illinois resident who is the surviving spouse of a person
6who was awarded the Purple Heart by a branch of the armed
7forces of the United States. The special plates issued pursuant
8to this Section should be affixed only to passenger vehicles of
9the 1st division, including motorcycles, or motor vehicles of
10the 2nd division weighing not more than 8,000 pounds. The
11Secretary may, in his or her discretion, allow the plates to be
12issued as vanity or personalized plates in accordance with
13Section 3-405.1 of this Code. The Secretary of State must make
14a version of the special registration plates authorized under
15this Section in a form appropriate for motorcycles.
16    (b) The design and color of such plates shall be wholly
17within the discretion of the Secretary of State. Appropriate
18documentation, as determined by the Secretary, and the
19appropriate registration fee shall accompany the application,
20except:
21        (1) a person eligible to be issued Purple Heart plates,
22    other than a person issued a set of permanent plates under
23    subsection (c), may display the plates on one vehicle
24    without the payment of any registration or registration
25    renewal fee; and
26        (2) for an individual who has been issued Purple Heart

1    plates for an additional vehicle and who has been approved
2    for benefits under the Senior Citizens and Persons with
3    Disabilities Property Tax Relief Act, the annual fee for
4    the registration of the vehicle shall be as provided in
5    Section 3-806.3 of this Code.
6    (c) Beginning with the 2020 registration year, the
7Secretary shall issue an applicant who is eligible for a Purple
8Heart special license plate one set of permanent vehicle
9registration plates under Section 3-808.1 of this Code. Except
10as provided in paragraph (2) of subsection (b), an applicant
11for a second set of plates shall pay the fee otherwise provided
12in this Code for passenger cars displaying standard multi-year
13registration plates issued under Section 3-414.1, for motor
14vehicles registered at 8,000 pounds or less under subsection
15(a) of Section 3-815, or for recreational vehicles registered
16at 8,000 pounds or less under subsection (b) of Section 3-815.

19    Sec. 3-808.1. Permanent vehicle registration plates.
20    (a) Permanent vehicle registration plates shall be issued,
21at no charge, to the following:
22        1. Vehicles, other than medical transport vehicles,
23    owned and operated by the State of Illinois or by any State
24    agency financed by funds appropriated by the General
25    Assembly. ;

1        2. Special disability plates issued to vehicles owned
2    and operated by the State of Illinois or by any State
3    agency financed by funds appropriated by the General
4    Assembly.
5        3. Beginning with the 2020 registration year, a special
6    plate issued under Section 3-609 or 3-623 of this Code as
7    provided under the applicable Section.
8    (b) Permanent vehicle registration plates shall be issued,
9for a one time fee of $8.00, to the following:
10        1. Vehicles, other than medical transport vehicles,
11    operated by or for any county, township or municipal
12    corporation.
13        2. Vehicles owned by counties, townships or municipal
14    corporations for persons with disabilities.
15        3. Beginning with the 1991 registration year,
16    county-owned vehicles operated by or for any county sheriff
17    and designated deputy sheriffs. These registration plates
18    shall contain the specific county code and unit number.
19        4. All-terrain vehicles owned by counties, townships,
20    or municipal corporations and used for law enforcement
21    purposes when the Manufacturer's Statement of Origin is
22    accompanied with a letter from the original manufacturer or
23    a manufacturer's franchised dealer stating that this
24    all-terrain vehicle has been converted to a street worthy
25    vehicle that meets the equipment requirements set forth in
26    Chapter 12 of this Code.

1        5. Beginning with the 2001 registration year,
2    municipally-owned vehicles operated by or for any police
3    department. These registration plates shall contain the
4    designation "municipal police" and shall be numbered and
5    distributed as prescribed by the Secretary of State.
6        6. Beginning with the 2014 registration year,
7    municipally owned, fire district owned, or Mutual Aid Box
8    Alarm System (MABAS) owned vehicles operated by or for any
9    fire department, fire protection district, or MABAS. These
10    registration plates shall display the designation "Fire
11    Department" and shall display the specific fire
12    department, fire district, fire unit, or MABAS division
13    number or letter.
14        7. Beginning with the 2017 registration year, vehicles
15    that do not require a school bus driver permit under
16    Section 6-104 to operate, and are owned by a public school
17    district from grades K-12 or a public community college.
18        8. Beginning with the 2017 registration year, vehicles
19    of the first division or vehicles of the second division
20    weighing not more than 8,000 pounds that are owned by a
21    medical facility or hospital of a municipality, county, or
22    township.
23    (b-5) Beginning with the 2016 registration year, permanent
24vehicle registration plates shall be issued for a one-time fee
25of $8.00 to a county, township, or municipal corporation that
26owns or operates vehicles used for the purpose of community

1workplace commuting as defined by the Secretary of State by
2administrative rule. The design and color of the plates shall
3be wholly within the discretion of the Secretary. The Secretary
4of State may adopt rules to implement this subsection (b-5).
5    (c) Beginning with the 2012 registration year,
6county-owned vehicles operated by or for any county sheriff and
7designated deputy sheriffs that have been issued registration
8plates under subsection (b) of this Section shall be exempt
9from any fee for the transfer of registration from one vehicle
10to another vehicle. Each county sheriff shall report to the
11Secretary of State any transfer of registration plates from one
12vehicle to another vehicle operated by or for any county
13sheriff and designated deputy sheriffs. The Secretary of State
14shall adopt rules to implement this subsection (c).
15    (c-5) Beginning with the 2014 registration year,
16municipally owned, fire district owned, or Mutual Aid Box Alarm
17System (MABAS) owned vehicles operated by or for any fire
18department, fire protection district, or MABAS that have been
19issued registration plates under subsection (b) of this Section
20shall be exempt from any fee for the transfer of registration
21from one vehicle to another vehicle. Each fire department, fire
22protection district, of MABAS shall report to the Secretary of
23State any transfer of registration plates from one vehicle to
24another vehicle operated by or for any fire department, fire
25protection district, or MABAS. The Secretary of State shall
26adopt rules to implement this subsection.

1    (d) Beginning with the 2013 registration year,
2municipally-owned vehicles operated by or for any police
3department that have been issued registration plates under
4subsection (b) of this Section shall be exempt from any fee for
5the transfer of registration from one vehicle to another
6vehicle. Each municipal police department shall report to the
7Secretary of State any transfer of registration plates from one
8vehicle to another vehicle operated by or for any municipal
9police department. The Secretary of State shall adopt rules to
10implement this subsection (d).
11    (e) Beginning with the 2016 registration year, any vehicle
12owned or operated by a county, township, or municipal
13corporation that has been issued registration plates under this
14Section is exempt from any fee for the transfer of registration
15from one vehicle to another vehicle. Each county, township, or
16municipal corporation shall report to the Secretary of State
17any transfer of registration plates from one vehicle to another
18vehicle operated by or for any county, township, or municipal
19corporation.
