2 | AMENDMENT NO. ______. Amend House Bill 4707 by replacing | ||||||
3 | everything after the enacting clause with the following:
| ||||||
4 | "Section 1. Short title. This Act may be cited as the | ||||||
5 | Prescription Drug Task Force Act. | ||||||
6 | Section 5. Purpose. The General Assembly finds that: | ||||||
7 | (1) Prescription opioid abuse is endemic in this State. | ||||||
8 | (2) Many prescribers in this State over-prescribe Schedule | ||||||
9 | II controlled substances such as Hydrocodone and Oxycodone for | ||||||
10 | pain relief that are classified as opiates. | ||||||
11 | (3) Some medical studies have shown that the use of opioid | ||||||
12 | versus non-opioid medication therapy did not result in | ||||||
13 | significantly better pain-related function over the trial | ||||||
14 | periods. | ||||||
15 | (4) It has the right to regulate the licensing of medical | ||||||
16 | professionals and has enacted various licensing Acts for that |

1 | purpose authorizing the Department of Financial and | ||||||
2 | Professional Regulation to license and discipline these | ||||||
3 | medical professionals. | ||||||
4 | (5) A legislative Task Force is necessary to study the | ||||||
5 | extent of over prescription of opioids to patients, and to make | ||||||
6 | recommendations of future legislation to address this issue. | ||||||
7 | Section 10. Prescription Drug Task Force. | ||||||
8 | (a) The Prescription Drug Task Force is created. The Task | ||||||
9 | Force shall be composed of 19 members appointed as follows: | ||||||
10 | (1) one member of the House of Representatives | ||||||
11 | appointed by the Speaker of the House of Representatives; | ||||||
12 | (2) one member of the House of Representatives | ||||||
13 | appointed by the Minority Leader of the House of | ||||||
14 | Representatives; | ||||||
15 | (3) one member of the Senate appointed by the President | ||||||
16 | of the Senate; | ||||||
17 | (4) one member of the Senate appointed by the Minority | ||||||
18 | Leader of the Senate; | ||||||
19 | (5) the Secretary of Human Services or his or her | ||||||
20 | designee; | ||||||
21 | (6) one member from each of the following organizations | ||||||
22 | appointed by the Secretary of Human Services from nominees | ||||||
23 | made by the respective organization: | ||||||
24 | (A) a statewide organization representing advanced | ||||||
25 | practice nursing; |

1 | (B) a statewide organization representing | ||||||
2 | hospitals; | ||||||
3 | (C) a statewide organization representing retail | ||||||
4 | merchants; | ||||||
5 | (D) a statewide organization representing | ||||||
6 | dentists; | ||||||
7 | (E) a statewide organization representing | ||||||
8 | physicians; | ||||||
9 | (F) a statewide organization representing | ||||||
10 | health-system pharmacists; | ||||||
11 | (G) a statewide organization representing | ||||||
12 | optometrists; | ||||||
13 | (H) a statewide organization representing | ||||||
14 | pharmacists; and | ||||||
15 | (I) a statewide organization representing | ||||||
16 | pharmaceutical manufacturers; | ||||||
17 | (7) 2 members who are parents whose children have died | ||||||
18 | from drug overdoses, appointed by the Secretary of Human | ||||||
19 | Services; | ||||||
20 | (8) 2 members who are selected from county sheriffs, | ||||||
21 | municipal police chiefs, and State's Attorneys, appointed | ||||||
22 | by the Attorney General; and | ||||||
23 | (9) one member who is a peace officer specializing in | ||||||
24 | the enforcement of laws prohibiting the illegal | ||||||
25 | manufacture, delivery, and possession of controlled | ||||||
26 | substances and methamphetamine, appointed by the Director |

1 | of State Police. | ||||||
2 | . (b) The Task Force shall choose its chairperson from among | ||||||
3 | its members and any other officers it deems appropriate. | ||||||
4 | (c) The Task Force shall initially meet within 30 days | ||||||
5 | after the effective date of this Act. The members of the Task | ||||||
6 | Force shall receive no compensation for their services as | ||||||
7 | members of the Task Force but may be reimbursed for expenses | ||||||
8 | from appropriations made by law. | ||||||
9 | (d) The Task Force may seek the assistance of the | ||||||
10 | Departments of Financial and Professional Regulation and | ||||||
11 | Public Health in performing its duties. | ||||||
12 | (e) The Task Force shall: | ||||||
13 | (1) study prescription opioid abuse in this State; | ||||||
14 | (2) study the over-prescription of opioids such as | ||||||
15 | Hydrocodone and Oxycodone; | ||||||
16 | (3) recommend whether restrictions on prescriptions of | ||||||
17 | opioids should be enacted by the General Assembly; and | ||||||
18 | (4) recommend any other legislation, including | ||||||
19 | amendments to the Illinois Controlled Substances Act, that | ||||||
20 | would have the effect of reducing opioid addiction and | ||||||
21 | abuse. | ||||||
22 | (f) The Task Force shall focus its efforts in a manner that | ||||||
23 | best utilizes the unique skills and perspectives of the experts | ||||||
24 | on the Task Force. | ||||||
25 | (g) After completion of its duties, the Task Force shall | ||||||
26 | report its recommendations to the General Assembly. The report |

1 | to the General Assembly shall be filed with the Clerk of the | ||||||
2 | House of Representatives and the Secretary of the Senate in | ||||||
3 | electronic form only, in the manner that the Clerk and the | ||||||
4 | Secretary shall direct. | ||||||
5 | (h) The Department of Human Services shall provide | ||||||
6 | administrative and other support to the Task Force.
| ||||||
7 | Section 99. Effective date. This Act takes effect upon | ||||||
8 | becoming law.".
