SYNOPSIS AS INTRODUCED:
 
25 ILCS 10/20 new
25 ILCS 145/5.09

    Amends the General Assembly Operations Act. Requires each house of the General Assembly, working together with the Legislative Information System, to make available to the public an online listing of member attendance for each session day. Provides that the online attendance listing shall be searchable by member name and session day. Provides that the online record of daily attendance shall be maintained and cataloged in electronic form for the duration of the General Assembly for which member attendance was recorded. Amend the Legislative Information System Act. Requires the Legislative Information System to make available to the public in electronic form a daily listing of General Assembly member attendance to legislative floor sessions for each house of the General Assembly. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Operations Act is amended
5by adding Section 20 as follows:
 
6    (25 ILCS 10/20 new)
7    Sec. 20. General Assembly attendance log. Each house of the
8General Assembly, working together with the Legislative
9Information System, shall make available to the public an
10online listing of member attendance for each session day. The
11online attendance listing shall be searchable by member name
12and session day. The record of daily attendance required under
13this Section shall be maintained and cataloged in electronic
14form for the duration of the General Assembly for which member
15attendance was recorded.
 
16    Section 10. The Legislative Information System Act is
17amended by changing Section 5.09 as follows:
 
18    (25 ILCS 145/5.09)
19    Sec. 5.09. Public computer access; legislative
20information. To make available to the public all of the
21following information in electronic form:

1        (1) On or before July 1, 1999, the weekly schedule of
2    legislative floor sessions for each of the 2 houses of the
3    General Assembly together with a list of matters pending
4    before them and the weekly schedule of legislative
5    committee hearings together with matters scheduled for
6    their consideration.
7        (2) On or before July 1, 1999, a list of the committees
8    of the General Assembly and their members.
9        (2.5) On or before January 1, 2019, a daily listing of
10    General Assembly member attendance to legislative floor
11    sessions for each house of the General Assembly in
12    accordance with Section 20 of the General Assembly
13    Operations Act.
14        (3) On or before July 1, 1999, the text of each bill
15    and resolution introduced and of each engrossed, enrolled,
16    and re-enrolled bill and resolution and the text of each
17    adopted amendment and conference committee report.
18        (4) On or before July 1, 1999, a synopsis of items
19    specified in paragraph (3) of this Section, together with a
20    summary of legislative and gubernatorial actions regarding
21    each bill and resolution introduced.
22        (5) On or before July 1, 1999, the Rules of the House
23    and the Senate of the General Assembly.
24        (6) Before the conclusion of the Ninety-second General
25    Assembly, the text of Public Acts.
26        (7) Before the conclusion of the Ninety-second General

1    Assembly, the Illinois Compiled Statutes.
2        (8) Before the conclusion of the Ninety-second General
3    Assembly, the Constitution of the United States and the
4    Constitution of the State of Illinois.
5        (9) Before the conclusion of the Ninety-second General
6    Assembly, the text of the Illinois Administrative Code.
7        (10) Before the conclusion of the Ninety-second
8    General Assembly, the most current issue of the Illinois
9    Register published on or after the effective date of this
10    amendatory Act of 1998.
11        (11) Any other information that the Joint Committee on
12    Legislative Support Services elects to make available.
13    The information shall be made available to the public
14through a website maintained by the System. The information may
15also be made available by any other means of access that would
16facilitate public access to the information.
17    Any documentation that describes the electronic digital
18formats of the information shall be made available through a
19website maintained by the System.
20    Personal information concerning a person who accesses this
21public information may be maintained only for the purpose of
22providing service to the person.
23    No fee or other charge may be imposed by the Legislative
24Information System as a condition of accessing the information,
25except that a reasonable fee may be charged for any customized
26services and shall be deposited into the General Assembly

1Computer Equipment Revolving Fund.
2    The electronic public access provided through the System's
3website shall be in addition to any other electronic or print
4distribution of the information.
5    Within one-year after the effective date of this amendatory
6Act of the 100th General Assembly, to the extent practicable,
7the System shall use a free translation tool to enable
8translation into multiple languages of the information made
9available to the public through the website maintained by the
10System. The translation tool shall, at a minimum, translate the
11following content on the website maintained by the System: the
12home page; information regarding the members of the House of
13Representatives and the Senate, including, but not limited to,
14each member's biography, committee assignments, and sponsored
15bills; information regarding the membership of, bills assigned
16to, and meeting schedules of each standing and special
17committee of the House of Representatives and the Senate;
18information on the procedural status of each bill and
19resolution, together with any amendments thereto, and
20appointment message filed in the House of Representatives or
21the Senate, including both general information and
22user-selected information (through the "My Legislation"
23function or otherwise), but not including the synopsis or text
24of any bill or resolution, or any amendment thereto, or any
25appointment message, Public Act, or Executive Order;
26information regarding previous General Assemblies, not

1including the synopsis or text of any bill or resolution, or
2any amendment thereto, or any appointment message, Public Act,
3or Executive Order; contact information for the General
4Assembly, legislative support service agencies, and other
5related offices in the Capitol Complex; and information
6regarding access for persons with disabilities. The System may,
7in its discretion, provide for additional content to be
8translated. The languages available for translation shall be
9those provided by the translation tool. Before a user accesses
10translated information, the System shall ensure that a
11disclaimer is first displayed, stating that: the translated
12information is offered as a convenience and should not be
13considered accurate as to the translation of the text in
14question; and the English language version is the official and
15authoritative version of the text in question.
16    No action taken under this Section shall be deemed to alter
17or relinquish any copyright or other proprietary interest or
18entitlement of the State of Illinois relating to any of the
19information made available under this Section.
20    The information shall be made available as provided in this
21Section in the shortest practicable time after it is publicly
22available in any other form; provided that the System may make
23information available under this Section only if the
24availability in no way reduces the quality and timeliness of
25service available to and required under this Act for
26legislative users and does not unduly burden the General

1Assembly or its support services agencies. Failure to provide
2information under this Section does not affect the validity of
3any action of the General Assembly. The General Assembly and
4the State of Illinois are not liable for the accuracy,
5availability, or use of the information provided under this
6Section.

8    Section 99. Effective date. This Act takes effect upon
9becoming law.
