Amends the General Assembly Operations Act. Requires each house of the General Assembly, working together with the Legislative Information System, to make available to the public an online listing of member attendance for each session day. Provides that the online attendance listing shall be searchable by member name and session day. Provides that the online record of daily attendance shall be maintained and cataloged in electronic form for the duration of the General Assembly for which member attendance was recorded. Amend the Legislative Information System Act. Requires the Legislative Information System to make available to the public in electronic form a daily listing of General Assembly member attendance to legislative floor sessions for each house of the General Assembly. Effective immediately.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The General Assembly Operations Act is amended |
5 | | by adding Section 20 as follows: |
6 | | (25 ILCS 10/20 new) |
7 | | Sec. 20. General Assembly attendance log. Each house of the |
8 | | General Assembly, working together with the Legislative |
9 | | Information System, shall make available to the public an |
10 | | online listing of member attendance for each session day. The |
11 | | online attendance listing shall be searchable by member name |
12 | | and session day. The record of daily attendance required under |
13 | | this Section shall be maintained and cataloged in electronic |
14 | | form for the duration of the General Assembly for which member |
15 | | attendance was recorded. |
16 | | Section 10. The Legislative Information System Act is |
17 | | amended by changing Section 5.09 as follows:

4 | | before them and the weekly schedule of legislative

5 | | committee hearings together with matters scheduled for |
6 | | their consideration.

7 | | (2) On or before July 1, 1999,
a list of the committees |
8 | | of the General Assembly and their
members.
|
9 | | (2.5) On or before January 1, 2019, a daily listing of |
10 | | General Assembly member attendance to legislative floor |
11 | | sessions for each house of the General Assembly in |
12 | | accordance with Section 20 of the General Assembly |
13 | | Operations Act. |
14 | | (3) On or before July 1, 1999,
the text of each bill |
15 | | and resolution introduced
and of each engrossed, enrolled, |
16 | | and re-enrolled bill
and resolution and the text of each

17 | | adopted amendment and conference committee report.
|
18 | | (4) On or before July 1, 1999, a synopsis of items |
19 | | specified in
paragraph (3) of this Section, together with
a |
20 | | summary of legislative and gubernatorial actions regarding |
21 | | each bill
and resolution introduced.

22 | | (5) On or before July 1, 1999, the Rules of the House |
23 | | and the
Senate of the General Assembly.
|
24 | | (6) Before the conclusion of the Ninety-second General
|
25 | | Assembly, the text of Public Acts.
|
26 | | (7) Before the conclusion of the Ninety-second General
|

the Illinois Compiled Statutes.

2 | | (8) Before the conclusion of the Ninety-second General

6 | | Assembly, the text of the Illinois Administrative Code.

11 | | (11) Any other information that the Joint Committee on |
12 | | Legislative Support
Services
elects to make available.

13 | | The information shall be made available to the public
|
14 | | through a website maintained by the System.
The information may |
15 | | also be made
available by any other means of access that would |
16 | | facilitate public access to
the information.
|
17 | | Any documentation that describes the electronic digital |
18 | | formats of the
information shall be made available
through a |
19 | | website maintained by the System.
|
20 | | Personal information concerning a person who accesses this |
21 | | public information
may be
maintained only for the purpose of |
22 | | providing service to the person.
|
23 | | No fee or other charge may be imposed by the Legislative |
24 | | Information System
as a condition of accessing the information, |
25 | | except that a reasonable fee may
be charged for any customized |
26 | | services and shall be deposited into the General
Assembly |

1 | | Computer Equipment Revolving Fund.
|
2 | | The electronic public access provided through the System's |
3 | | website
shall be in addition to any other electronic or print |
4 | | distribution of the
information.
|
5 | | Within one-year after the effective date of this amendatory |
6 | | Act of the 100th General Assembly, to the extent practicable, |
7 | | the System shall use a free translation tool to enable |
8 | | translation into multiple languages of the information made |
9 | | available to the public through the website maintained by the |
10 | | System. The translation tool shall, at a minimum, translate the |
11 | | following content on the website maintained by the System: the |
12 | | home page; information regarding the members of the House of |
13 | | Representatives and the Senate, including, but not limited to, |
14 | | each member's biography, committee assignments, and sponsored |
15 | | bills; information regarding the membership of, bills assigned |
16 | | to, and meeting schedules of each standing and special |
17 | | committee of the House of Representatives and the Senate; |
18 | | information on the procedural status of each bill and |
19 | | resolution, together with any amendments thereto, and |
20 | | appointment message filed in the House of Representatives or |
21 | | the Senate, including both general information and |
22 | | user-selected information (through the "My Legislation" |
23 | | function or otherwise), but not including the synopsis or text |
24 | | of any bill or resolution, or any amendment thereto, or any |
25 | | appointment message, Public Act, or Executive Order; |
26 | | information regarding previous General Assemblies, not |

1 | | including the synopsis or text of any bill or resolution, or |
2 | | any amendment thereto, or any appointment message, Public Act, |
3 | | or Executive Order; contact information for the General |
4 | | Assembly, legislative support service agencies, and other |
5 | | related offices in the Capitol Complex; and information |
6 | | regarding access for persons with disabilities. The System may, |
7 | | in its discretion, provide for additional content to be |
8 | | translated. The languages available for translation shall be |
9 | | those provided by the translation tool. Before a user accesses |
10 | | translated information, the System shall ensure that a |
11 | | disclaimer is first displayed, stating that: the translated |
12 | | information is offered as a convenience and should not be |
13 | | considered accurate as to the translation of the text in |
14 | | question; and the English language version is the official and |
15 | | authoritative version of the text in question. |
16 | | No action taken under this Section shall be deemed to alter |
17 | | or relinquish any
copyright or other proprietary interest or |
18 | | entitlement of the State of Illinois
relating to any of the |
19 | | information made available under this Section.

20 | | The information shall be made available as provided in this |
21 | | Section in the
shortest
practicable time after it is publicly |
22 | | available in any other form;
provided that
the System may make |
23 | | information available under this Section only if the
|
24 | | availability in no way reduces the quality and timeliness of
|
25 | | service available to and required under this Act for
|
26 | | legislative users and does not unduly burden the General |

1 | | Assembly or its
support services agencies. Failure to provide |
2 | | information under this Section
does not affect
the validity of |
3 | | any action of the General Assembly. The General Assembly and
|
4 | | the State of Illinois are not liable for the accuracy, |
5 | | availability, or use of
the information provided under this |
6 | | Section.
