Amends the Rivers, Lakes, and Streams Act. Provides that a person who places in any river, lake, or stream a floating object that has no navigational, informational, or regulatory purpose shall equip the floating object with white reflector tape that can be seen from any direction or, if the floating object is placed 100 feet or more from shore, a person shall equip the floating object with a fixed white light to show all around the horizon for a distance of at least one-half mile. Provides that a person who violates the new provision commits a petty offense punishable by a fine of not more than $100. Provides that a person who violates the new provision and the violation results in the injury or death of another person commits a Class A misdemeanor.

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Rivers, Lakes, and Streams Act is amended by |
| 5 | | adding Section 40 as follows:
|
| 6 | | (615 ILCS 5/40 new) |
| 7 | | Sec. 40. Floating object safety. |
| 8 | | (a) A person who places in any river, lake, or stream a |
| 9 | | floating object that has no navigational, informational, or |
| 10 | | regulatory purpose, including, but not limited to, a diving |
| 11 | | float, a floating dock, or a swimming float, shall equip the |
| 12 | | floating object with white reflector tape in such a manner that |
| 13 | | it can be seen from any direction. If the floating object is |
| 14 | | placed 100 feet or more from shore, the person shall equip the |
| 15 | | floating object with a fixed white light to show all around the |
| 16 | | horizon for a distance of at least one-half mile. |
| 17 | | (b) A person who violates this Section commits a petty |
| 18 | | offense punishable by a fine of not more than $100. A person |
| 19 | | who violates this Section and the violation results in injury |
| 20 | | or death of another person commits a Class A misdemeanor.
