HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Federal Aviation Administration currently
3charges and collects moneys from the Passenger Facility Charge;
4and
 
5    WHEREAS, The moneys raised from this source is used for a
6variety of essential public causes, including safety
7enhancements, security enhancements, capacity enhancements,
8and noise reduction; however, current inadequate public
9support for environmental mitigation of the costs imposed on
10neighboring residents and property owners from the operations
11of aircraft demands redress; and
 
12    WHEREAS, Passenger Facility charge noise reduction is part
13of an overall program of essential steps toward environmental
14mitigation that includes, but is not limited to, the monitoring
15of and reduction of noise pollution from aircraft operations,
16particularly during nighttime hours, and the monitoring of and
17reduction of toxic air emissions from aircraft onto communities
18that live underneath airport airspace; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
21CONCURRING HEREIN, that it is the sense of the Illinois House
22and Senate that more money from the Federal Aviation

1Administration Passenger Facility Charge should be allocated
2to community airport noise mitigation and community airport air
3quality monitoring and toxic emissions reduction; and be it
4further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to Elaine Chao, the U.S. Secretary of Transportation,
7to the Speaker and Minority Leader of the United States House
8of Representatives, to the Majority and Minority Leaders of the
9United States Senate, and to the Illinois delegation in
10Congress.
