HOUSE RESOLUTION

 
2    WHEREAS, Diabetes affects more than 29 million Americans,
3including approximately 1.3 million Illinoisans, or 12.8% of
4the population in Illinois, and is a chronic condition that
5occurs when the body does not properly produce or use the
6hormone insulin, which regulates blood sugar; and
 
7    WHEREAS, Type 2 diabetes is the most common type of
8diabetes, representing an estimated 90 to 95% of all diagnosed
9adult diabetes in the United States; and
 
10    WHEREAS, Diabetes is the seventh leading cause of death
11nationally; and
 
12    WHEREAS, Of the more than 29 million people who have
13diabetes nationally, more than eight million are undiagnosed
14and unaware they have the disease; and
 
15    WHEREAS, The estimated total cost of diabetes in Illinois
16is an estimated $12.2 billion each year due to serious health
17complications, including heart disease, stroke, amputation,
18end-stage kidney disease, blindness, and death; and
 
19    WHEREAS, Cardiovascular disease, a class of diseases
20involving the heart or blood vessels, is the leading cause of

1death associated with diabetes due to complications associated
2with the disease, such as high blood sugar, high blood
3pressure, and obesity, which can result in heart attacks, heart
4failure, and stroke; and
 
5    WHEREAS, People with Type 2 diabetes are two to four times
6more likely to develop cardiovascular disease; and
 
7    WHEREAS, The prevalence of Type 2 diabetes increases with
8age and affects more than one in four seniors over the age of
965 in the United States; and
 
10    WHEREAS, A recent study shows that 52% of adults living
11with type 2 diabetes are unaware that they are at increased
12risk of cardiovascular disease; and
 
13    WHEREAS, Diabetes costs America $245 billion annually,
14with direct medical costs accounting for $176 billion of the
15total costs in 2012; and
 
16    WHEREAS, Appropriate awareness and education about the
17cardiovascular risks associated with diabetes can effectively
18improve the overall outcome and reduce the financial burden of
19the illness; and
 
20    WHEREAS, The Illinois Department of Public Health and other

1partners are seeking to promote awareness, education, and
2action related to diabetes and the link to cardiovascular
3disease; and
 
4    WHEREAS, It is essential that state agencies, public health
5authorities, health care providers, insurers, and other health
6care stakeholders promote education and awareness of the
7connection between diabetes and cardiovascular disease, risk
8factors and opportunities to promote better health for
9individuals and populations at risk; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12declare November of 2017 as "Diabetes and Heart Disease
13Awareness Month" in the State of Illinois; and be it further
 
14    RESOLVED, That we encourage organizations to raise
15awareness of and address the connection between diabetes and
16cardiovascular disease.
