HOUSE RESOLUTION

 
2    WHEREAS, The tragedy that occurred on October 1, 2017 in
3Las Vegas, Nevada, where 58 people were killed and more than
4500 were injured by a lone gunman who had equipped his firearms
5with bump stocks, brought the use of bump stocks into the
6national spotlight; and
 
7    WHEREAS, In 2010, the Bureau of Alcohol, Tobacco, Firearms
8and Explosives determined that a bump stock is not regulated as
9a firearm under Federal law, namely the Gun Control Act or the
10National Firearms Act; and
 
11    WHEREAS, A bump stock is designed to allow a semi-automatic
12rifle to function like a fully-automatic rifle; therefore, be
13it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16believe devices designed to allow semi-automatic rifles to
17function like fully-automatic rifles should be regulated,
18consistent with fully-automatic rifles under the National
19Firearms Act; and be it further
 
20    RESOLVED, That we urge the Bureau of Alcohol, Tobacco,
21Firearms and Explosives to regulate devices designed to allow

2and be it further;
 
3    RESOLVED, That suitable copies of this resolution be
4presented to each member of the Illinois Congressional
5delegation and the Bureau of Alcohol, Tobacco, Firearms and
6Explosives.
