2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Assistant Minority
Leader | ||||||
4 | and State Rep. Chad Hays on his distinguished service to the | ||||||
5 | 104th Legislative
District and the people of Illinois; and
| ||||||
6 | WHEREAS, Rep. Hays was a member of the Illinois House from | ||||||
7 | 2010 to 2018 and served the
body with honor and distinction; | ||||||
8 | and | ||||||
9 | WHEREAS, The people of Vermilion and Champaign Counties | ||||||
10 | have been well-served by the leadership
and bipartisanship of | ||||||
11 | Rep. Hays during his four terms in the Illinois House of | ||||||
12 | Representatives; and | ||||||
13 | WHEREAS, Rep. Hays graduated from Catlin High School in | ||||||
14 | 1981, from Danville Area
Community College in 1983, and from | ||||||
15 | Southern Illinois University at Carbondale in 1986; and | ||||||
16 | WHEREAS, Prior to taking his seat in the General Assembly, | ||||||
17 | Rep. Hays served as the Vice
President of the Provena United | ||||||
18 | Samaritan Medical Center Foundation in Danville, as the | ||||||
19 | administrator for
the Family Medical Center in Paris, and as | ||||||
20 | the Director of Planning & Development at the Danville
| ||||||
21 | Polyclinic; and |
| |||||||
| |||||||
1 | WHEREAS, Rep. Hays served as Mayor of Catlin for two terms, | ||||||
2 | chaired the Vermilion
County Mayor's Council, and was a member | ||||||
3 | of the Board of Directors for many community-based
| ||||||
4 | organizations, including the Danville Area Economic | ||||||
5 | Development Corporation (Vermilion Advantage),
the Danville | ||||||
6 | Rotary Club, and the Vermilion Area Community Health Center; | ||||||
7 | and | ||||||
8 | WHEREAS, Rep. Hays and his wife, Ruth, raised their family | ||||||
9 | in Catlin; together, they are the
proud parents of three adult | ||||||
10 | children, Leighton (Anna), Caleb (Alissa), and Damon; they are | ||||||
11 | the doting grandparents of three beautiful grandchildren, | ||||||
12 | Grayson, Wesley, and Genevieve; and | ||||||
13 | WHEREAS, Rep. Hays was appointed to the Illinois House of | ||||||
14 | Representatives in December of
2010 and was elected to serve | ||||||
15 | the 104th District in 2012, 2014, and 2016; and | ||||||
16 | WHEREAS, In recognition of his leadership, Rep. Hays was | ||||||
17 | promoted to the role of
Assistant Minority Leader for the House | ||||||
18 | Republican Caucus under House Republican Leader Jim Durkin in | ||||||
19 | 2013; and | ||||||
20 | WHEREAS, Rep. Hays served as the ranking Republican on | ||||||
21 | several influential House
Committees, including the powerful |

1 | House Executive Committee, which considers the State's most
| ||||||
2 | important and contentious bills; he also served as the | ||||||
3 | Republican Spokesperson for the Healthcare
Availability | ||||||
4 | Access, Community College Access & Affordability, Public | ||||||
5 | Utilities, and Higher Education
Committees; and | ||||||
6 | WHEREAS, In an effort to promote bipartisanship and bring | ||||||
7 | lawmakers together, Rep. Hays
joined with Republican State | ||||||
8 | Representative Mike Tryon and Democrat Senator Don Harmon to | ||||||
9 | form The Boat Drink Caucus, a band that played regularly in | ||||||
10 | Springfield and at the inauguration of Governor
Bruce Rauner; | ||||||
11 | and
| ||||||
12 | WHEREAS, Rep. Hays has always promoted honest dialogue | ||||||
13 | regarding all points of view on legislative
issues and has been | ||||||
14 | a fierce advocate of balanced budgets and responsible spending; | ||||||
15 | and
| ||||||
16 | WHEREAS, Over the last eight years, Rep. Hays ushered | ||||||
17 | dozens of bills into law as the Chief
Sponsor, including | ||||||
18 | landmark insurance network adequacy legislation which offers | ||||||
19 | significant protections
and remedies for Illinoisans who rely | ||||||
20 | on narrow preferred provider networks for their health | ||||||
21 | insurance; and

22 | WHEREAS, Rep. Hays also championed a new law that improves |

| |||||||
1 | the reliability of 9-1-1
emergency access service statewide; | ||||||
2 | and
| ||||||
3 | WHEREAS, Rep. Hays has been honored with a multitude of | ||||||
4 | awards and recognitions during
his time in the General | ||||||
5 | Assembly, including the Guardian of Small Business Award from | ||||||
6 | the Illinois
branch of the National Federation of Independent | ||||||
7 | Businesses in 2011, 2012, 2013, 2014, 2015, 2016, and
2017, the | ||||||
8 | Perfect Scorecard for Environmental Stewardship Award from the | ||||||
9 | Illinois Environmental
Council in 2016, the Danville Area | ||||||
10 | Community College's Distinguished Alumnus Award in 2014, the
| ||||||
11 | Champion of Free Enterprise Award from the Illinois Chamber of | ||||||
12 | Commerce for 2011-2012, 2013-2014,
2015-2016, and 2017-2018, | ||||||
13 | the Friend of Agriculture Award from the Illinois Farm Bureau | ||||||
14 | in 2012, and
the Legislator of the Year Award from the Illinois | ||||||
15 | chapter of the National Emergency Number Association
in 2017; | ||||||
16 | therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
18 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
19 | congratulate State Rep. Chad Hays on making a positive | ||||||
20 | difference in the lives of the people he represented in | ||||||
21 | Vermilion
and Champaign Counties and across Illinois, and we | ||||||
22 | wish him the best in all his future endeavors; and be it | ||||||
