1 | | (3) Six persons selected from recommendations of |
2 | | organizations whose membership consists of providers |
3 | | within the intellectual and developmental disabilities |
4 | | service delivery system. |
5 | | (4) Two persons who are guardians or family members of |
6 | | individuals with intellectual or developmental |
7 | | disabilities and who do not have responsibility for |
8 | | management or formation of policy regarding the programs |
9 | | subject to review. |
10 | | (5) Two persons selected from the recommendations of |
11 | | consumer organizations that engage solely in advocacy or |
12 | | legal representation on behalf of individuals with |
13 | | intellectual or developmental disabilities and their |
14 | | immediate families. |
15 | | The task force shall also consist of the following members |
16 | | appointed as follows: |
17 | | (A) One member of the Senate appointed by the President |
18 | | of the Senate. |
19 | | (B) One member of the Senate appointed by the Minority |
20 | | Leader of the Senate. |
21 | | (C) One member of the House of Representatives |
22 | | appointed by the Speaker of the House of Representatives. |
23 | | (D) One member of the House of Representatives |
24 | | appointed by the Minority Leader of the House of |
25 | | Representatives. |
26 | | (b) The task force shall review: the current services |

1 | | provided in the State; ways to improve the current services |
2 | | provided, including attendant services, housing, and other |
3 | | services to promote independent living; options that require |
4 | | federal approval and federal funding; ways to minimize the |
5 | | impact of constituents awaiting services; all avenues to |
6 | | utilize federal funding; and any other issues involving home |
7 | | and community-based services identified by the task force. The |
8 | | Department shall provide administrative support to the task |
9 | | force. |
10 | | (c) The appointments to the task force must be made by July |
11 | | 1, 2017. Task force members shall receive no compensation. The |
12 | | task force must hold at least 4 hearings. The task force shall |
13 | | report its findings to the Governor and General Assembly no |
14 | | later than July 1, 2018, and, upon filing its report, the task |
15 | | force is dissolved. |
16 | | (d) This Section is repealed on July 1, 2019.

17 | | Section 99. Effective date. This Act takes effect upon |
18 | | becoming law.".
