2 | AMENDMENT NO. ______. Amend Senate Bill 100 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 1. Short title. This Act may be cited as the | ||||||
5 | Illinois Complete Count Commission Act . | ||||||
6 | Section 5. Commission; members; meetings. | ||||||
7 | (a) The Illinois Complete Count Commission is created, | ||||||
8 | which shall consist of the following members: | ||||||
9 | (1) the President of the Senate or his or her designee; | ||||||
10 | (2) the Speaker of the House of Representatives or his | ||||||
11 | or her designee; | ||||||
12 | (3) the Minority Leader of the Senate or his or her | ||||||
13 | designee; | ||||||
14 | (4) the Minority Leader of the House of Representatives | ||||||
15 | or his or her designee; | ||||||
16 | (5) the Mayor of Chicago or his or her designee; |

1 | (6) the Governor or his or her designee; | ||||||
2 | (7) the Secretary of State or his or her designee; | ||||||
3 | (8) the President of the Cook County Board or his or | ||||||
4 | her designee; | ||||||
5 | (9) seven individuals residing outside of the City of | ||||||
6 | Chicago, reflecting the geographic diversity of the State, | ||||||
7 | appointed by the Governor; | ||||||
8 | (10) a representative of the Chicago Urban League | ||||||
9 | jointly appointed by the Senate President and the Speaker | ||||||
10 | of the House of Representatives; | ||||||
11 | (11) a representative of the Mexican American Legal | ||||||
12 | Defense and Education Fund jointly appointed by the Senate | ||||||
13 | President and the Speaker of the House of Representatives; | ||||||
14 | (12) a representative of the Hispanic Chamber of | ||||||
15 | Commerce jointly appointed by the Senate President and the | ||||||
16 | Speaker of the House of Representatives; | ||||||
17 | (13) a representative of the Illinois Chamber of | ||||||
18 | Commerce appointed by the Governor; | ||||||
19 | (14) a representative of the Chicagoland Chamber of | ||||||
20 | Commerce jointly appointed by the Senate President and the | ||||||
21 | Speaker of the House of Representatives; | ||||||
22 | (15) a representative of the Black Chamber of Commerce | ||||||
23 | jointly appointed by the Senate President and the Speaker | ||||||
24 | of the House of Representatives; | ||||||
25 | (16) a representative of Asian Americans Advancing | ||||||
26 | Justice jointly appointed by the Senate President and the |

1 | Speaker of the House of Representatives; and | ||||||
2 | (17) one representative each appointed by the | ||||||
3 | President of the Senate or his or her designee, the Speaker | ||||||
4 | of the House of Representatives or his or her designee, the | ||||||
5 | Minority Leader of the Senate or his or her designee, and | ||||||
6 | the Minority Leader of the House of Representatives or his | ||||||
7 | or her designee. | ||||||
8 | (b) Members shall serve at the pleasure of their respective | ||||||
9 | appointing official and vacancies shall be filled in the same | ||||||
10 | manner as the initial appointment. | ||||||
11 | (c) The Governor and Mayor of Chicago shall serve as | ||||||
12 | co-chairpersons of the Commission. The Commission shall meet at | ||||||
13 | the call of the co-chairs or upon request of any 10 members of | ||||||
14 | the Commission. | ||||||
15 | Section 10. Expenses; Director; Assistant Director. | ||||||
16 | (a) Members of the Commission shall receive no | ||||||
17 | compensation, but may be reimbursed for expenses incurred in | ||||||
18 | the course of their service to the Commission out of any moneys | ||||||
19 | available for that purpose. | ||||||
20 | (b) The Commission may employ a Director and Assistant | ||||||
21 | Director upon a two-thirds vote of the full membership of the | ||||||
22 | Commission. The Director and Assistant Director may be | ||||||
23 | compensated from moneys appropriated or available for that | ||||||
24 | purpose. |

1 | Section 15. Duties. | ||||||
2 | (a) The Commission shall develop, recommend, and assist in | ||||||
3 | the administration of a census outreach strategy to encourage | ||||||
4 | full participation in the 2020 federal decennial census of | ||||||
5 | population required by Section 141 of Title 13 of the United | ||||||
6 | States Code. | ||||||
7 | (b) The census outreach strategy shall include, but not be | ||||||
8 | limited to, State agency initiatives to encourage | ||||||
9 | participation in the 2020 Census, the establishment and support | ||||||
10 | of school-based outreach programs, partnerships with | ||||||
11 | non-profit community-based organizations, and a multi-lingual, | ||||||
12 | multi-media campaign designed to ensure an accurate and | ||||||
13 | complete count of Illinois' population. | ||||||
14 | (c) To assist in carrying out its duties, the Commission | ||||||
15 | may create and appoint subcommittees as it deems appropriate | ||||||
16 | and shall solicit participation from relevant experts and | ||||||
17 | practitioners involved in census issues. | ||||||
18 | Section 20. Coordination; support. | ||||||
19 | (a) The Illinois Complete Count Commission outreach | ||||||
20 | strategy shall be coordinated from the Office of the Governor | ||||||
21 | and the Office of the Mayor of Chicago, which shall enlist all | ||||||
22 | State and City of Chicago agencies and departments directly | ||||||
23 | responsible to the Governor or the Mayor of Chicago, as the | ||||||
24 | case may be, to identify effective methods of outreach to | ||||||
25 | Illinoisans and to provide resources to ensure the outreach |

1 | program is successful and that all Illinoisans are counted. | ||||||
2 | Each agency and department shall inform the Office of the | ||||||
3 | Governor or Office of the Mayor of Chicago, as the case may be, | ||||||
4 | of their designated census coordinator for purposes of this | ||||||
5 | effort. | ||||||
6 | (b) All State agencies and departments shall cooperate with | ||||||
7 | the Commission and provide support to the Commission. Other | ||||||
8 | entities of State government not directly responsible to the | ||||||
9 | Governor, including other constitutional officers, the offices | ||||||
10 | of the legislative and judicial branches, and units of local | ||||||
11 | government shall cooperate and provide all reasonable | ||||||
12 | assistance to the Commission. | ||||||
13 | Section 25. Reports. | ||||||
14 | The Commission shall submit an interim report to the | ||||||
15 | General Assembly by November 30, 2018, containing its | ||||||
16 | recommended outreach strategy to encourage full participation | ||||||
17 | and to avoid an undercount in the 2020 Census; thereafter, the | ||||||
18 | Commission shall submit its final report to the General | ||||||
19 | Assembly no later than June 30, 2019, specifying its | ||||||
20 | recommended outreach strategy for implementation for the 2020 | ||||||
21 | Census. | ||||||
22 | Section 30. Repeal. This Act is repealed on June 30, 2021.

23 | Section 99. Effective date. This Act takes effect upon |
