1 | | end, the purpose of this Section is to allow wastewater plants |
2 | | to build turbines to power electricity from their waste fuel in |
3 | | order to produce another viable form of electrical generation |
4 | | for this State. |
5 | | (c) Every investor-owned public utility shall file with the |
6 | | Commission a standard tariff for electricity purchased from an |
7 | | electric generation facility. The Commission may limit the |
8 | | projects to 2 standard tariffs per territory in Illinois. Each |
9 | | tariff shall provide for payment for every kilowatthour of |
10 | | electricity purchased from an electric generation facility for |
11 | | a period of 10, 15, or 20 years, as authorized by the |
12 | | Commission. The payment shall be the market price determined by |
13 | | the Commission, using a methodology developed by the |
14 | | Commission, and shall include all current and anticipated |
15 | | environmental compliance costs, including, but not limited to, |
16 | | mitigation of emissions of greenhouse gases and air pollution |
17 | | offsets associated with the operation of new generating |
18 | | facilities. The tariffs shall be completed within 12 months |
19 | | after the effective date of this amendatory Act of the 100th |
20 | | General Assembly. |
21 | | (d) The Commission shall adopt any rules necessary to |
22 | | implement the program created under this Section.

23 | | Section 99. Effective date. This Act takes effect upon |
24 | | becoming law.
