SYNOPSIS AS INTRODUCED:
 
510 ILCS 5/8  from Ch. 8, par. 358

    Amends the Animal Control Act. Provides that every owner of a cat, that is 4 months or more of age, shall have each cat inoculated against rabies by a licensed veterinarian. Exempts feral cats. Provides that veterinarians who inoculate a cat shall procure from the County Animal Control in the county where their office is located serially numbered tags, one to be issued with each inoculation certificate. Provides that the county board shall cause a rabies inoculation tag to be issued, at a fee established by the county board for each cat inoculated against rabies.

1    AN ACT concerning animals.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Animal Control Act is amended by changing
5Section 8 as follows:
 
6    (510 ILCS 5/8)  (from Ch. 8, par. 358)
7    Sec. 8. Rabies inoculation. Every owner of a dog or cat, 4
8months or more of age, shall have each dog or cat inoculated
9against rabies by a licensed veterinarian. This provision shall
10not apply to a feral cat as defined in Section 2.11b of this
11Act. Every dog or cat shall have a second rabies vaccination
12within one year of the first. Terms of subsequent vaccine
13administration and duration of immunity must be in compliance
14with USDA licenses of vaccines used. A veterinarian immunizing
15a dog, cat, or ferret against rabies shall provide the
16Administrator of the county in which the dog, cat, or ferret
17resides with a certificate of immunization. Evidence of such
18rabies inoculation shall be entered on a certificate the form
19of which shall be approved by the Board and which shall contain
20the microchip number of the dog, cat, or ferret if it has one
21and which shall be signed by the licensed veterinarian
22administering the vaccine. Only one dog, cat, or ferret shall
23be included on each certificate. Veterinarians who inoculate a

1dog or cat shall procure from the County Animal Control in the
2county where their office is located serially numbered tags,
3one to be issued with each inoculation certificate. The Board
4shall cause a rabies inoculation tag to be issued, at a fee
5established by the Board for each dog or cat inoculated against
6rabies.
7    Rabies vaccine for use on animals shall be sold or
8distributed only to and used only by licensed veterinarians.
9Such rabies vaccine shall be licensed by the United States
10Department of Agriculture.
11    If a licensed veterinarian determines in writing that a
12rabies inoculation would compromise an animal's health, then
13the animal shall be exempt from the rabies inoculation
14requirement, however, the owner is still responsible for the
15tag fees.
16    If a bite occurs from an exempt animal, the exempt animal
17shall be treated as an unvaccinated animal. If the animal is
18exempt, the animal shall be re-examined by a licensed
19veterinarian on no less than an annual basis and be vaccinated
20against rabies as soon as the animal's health permits.
