Amends the Illinois Procurement Code. Provides that neither the State of Illinois nor an agency thereof shall enter into a contract, nor shall a contract be awarded, if there is not, prior to entering into such contract, an appropriation enacted for the funding of that contract. Provides that the State contract funding requirement applies to State contracts which may be entered into on or after the effective date of this amendatory Act.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Procurement Code is amended by |
5 | | adding Section 20-7 as follows: |
6 | | (30 ILCS 500/20-7 new) |
7 | | Sec. 20-7. State contract funding. Notwithstanding any |
8 | | provision to the contrary, if a State contract is to be funded |
9 | | from State sources, neither the State of Illinois nor an agency |
10 | | thereof shall enter into a contract, nor shall a contract be |
11 | | awarded, if there is not, prior to entering into such contract, |
12 | | an appropriation enacted for the funding of that contract. The |
13 | | provisions of this Section apply to State contracts which may |
14 | | be entered into on or after the effective date of this |
15 | | amendatory Act of the 100th General Assembly.
