SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-414.1

Amends the Illinois Vehicle Code. Provides that beginning with the 2020 registration year, the Secretary of State shall offer to each owner of a motor vehicle of the first division or motor vehicle of the second division weighing no more than 8,000 pounds a registration period based on a one calendar year or 2 calendar year basis. Provides that the Secretary shall offer to each owner of a motor vehicle of the first division that is a new vehicle or motor vehicle of the second division weighing no more than 8,000 pounds that is a new vehicle a registration period based on a one calendar year, 2 calendar year, or 5 calendar year basis. Provides that the owner of the motor vehicle shall pay the required registration fee under the Code that shall, if applicable, be increased to reflect the registration year period chosen by the motor vehicle owner.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Vehicle Code is amended by changing Section 3-414.1 as follows:

Sec. 3-414.1. Term of multi-year registration plates.

(a) Registration plates issued for motor vehicles shall be valid for an indefinite term of not less than one year. Registration plates issued as two-year or five-year plates may be issued as multi-year plates at the discretion of the Secretary of State. Current renewal registration stickers, when necessary, are to be attached as provided in Section 3-413. The Secretary may in his discretion prescribe a term greater than one year or may extend the term of current registration plates for an additional calendar year by appropriate public announcement made before August 1 of the current registration year.

(a-5) Beginning with the 2020 registration year, the Secretary shall offer to each owner of a motor vehicle of the first division or motor vehicle of the second division weighing no more than 8,000 pounds that is subject to registration under this Chapter a registration period based on a one calendar year or 2 calendar year basis. The owner of the motor vehicle shall pay the required registration fee under Section 3-806, 3-815, or 3-818 of this Code that shall, if applicable, be increased to reflect the registration year period chosen by the motor vehicle owner.

(a-10) Beginning with the 2020 registration year, the Secretary shall offer to each owner of a motor vehicle of the first division that is a new vehicle or motor vehicle of the second division weighing no more than 8,000 pounds that is a new vehicle, as defined under Section 1-148.4 of this Code, and that is subject to registration under this Chapter a registration period based on a one calendar year, 2 calendar year, or 5 calendar year basis. The owner of the motor vehicle shall pay the required registration fee under Section 3-806, 3-815, or 3-818 of this Code that shall, if applicable, be increased to reflect the registration year period chosen by the motor vehicle owner.

(b) Registration plates issued to owners of vehicles subject to annual registration for the first time during the term of the plates shall be valid until the expiration of the term. Current annual registration stickers are to be attached as provided in Section 3-413.
