| 2 | | AMENDMENT NO. ______. Amend Senate Bill 2337, AS AMENDED, |
| 3 | | by replacing everything after the enacting clause with the |
| 4 | | following:
|
| 5 | | "Section 5. If and only if House Bill 5513 of the 100th |
| 6 | | General Assembly becomes law, then the Illinois Lottery Law is |
| 7 | | amended by changing Section 21.10 as follows:
|
| 8 | | (20 ILCS 1605/21.10) |
| 9 | | Sec. 21.10. Scratch-off for State police memorials. |
| 10 | | (a) The Department shall offer a special instant |
| 11 | | scratch-off game for the benefit of State police memorials. The |
| 12 | | game shall commence on January 1, 2019 or as soon thereafter, |
| 13 | | at the discretion of the Director, as is reasonably practical. |
| 14 | | The operation of the game shall be governed by this Act and any |
| 15 | | rules adopted by the Department. If any provision of this |
| 16 | | Section is inconsistent with any other provision of this Act, |

| 1 | | then this Section governs. |
| 2 | | (b) The net revenue from the State police memorials |
| 3 | | scratch-off game shall be deposited into the following funds |
| 4 | | Criminal Justice Information Projects Fund and distributed |
| 5 | | equally, as soon as practical but at least on a monthly basis: , |
| 6 | | to |
| 7 | | (1) One-third shall be deposited into the Chicago |
| 8 | | Police Memorial Foundation Fund. , |
| 9 | | (2) One-third shall be deposited into the Police |
| 10 | | Memorial Committee Fund. , and |
| 11 | | (3) One-third shall be deposited into the Illinois |
| 12 | | State Police Memorial Park Fund. |
| 13 | | Moneys deposited into transferred to the funds under this |
| 14 | | Section shall be used, subject to appropriation, to fund grants |
| 15 | | for building and maintaining memorials and parks; holding |
| 16 | | annual memorial commemorations; giving scholarships to |
| 17 | | children of officers killed or catastrophically injured in the |
| 18 | | line of duty, or those interested in pursuing a career in law |
| 19 | | enforcement; providing financial assistance to police officers |
| 20 | | and their families when a police officer is killed or injured |
| 21 | | in the line of duty; and providing financial assistance to |
| 22 | | officers for the purchase or replacement of bullet proof vests |
| 23 | | to be used in the line of duty. |
| 24 | | For purposes of this subsection, "net revenue" means the |
| 25 | | total amount for which tickets have been sold less the sum of |
| 26 | | the amount paid out in the prizes and the actual administrative |

| 1 | | expenses of the Department solely related to the scratch-off |
| 2 | | game under this Section. |
| 3 | | (c) During the time that tickets are sold for the State |
| 4 | | police memorials scratch-off game, the Department shall not |
| 5 | | unreasonably diminish the efforts devoted to marketing any |
| 6 | | other instant scratch-off lottery game. |
| 7 | | (d) The Department may adopt any rules necessary to |
| 8 | | implement and administer the provisions of this Section.

| 10 | | Section 99. Effective date. This Act takes effect upon |
| 11 | | becoming law or on the date House Bill 5513 of the 100th |
| 12 | | General Assembly takes effect, whichever is later.".
