AMENDMENT TO SENATE BILL 2367

2    AMENDMENT NO. ______. Amend Senate Bill 2367 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. If and only if Senate Bill 2834 and Senate Bill
53023 as amended by Senate Amendment No. 1 of the 100th General
6Assembly becomes law, then the Community-Law Enforcement
7Partnership for Deflection and Substance Use Disorder
8Treatment Act is amended by changing Section 25 as follows:
 
9    (S.B. 3023, 100th G.A., Sec. 25)
10    Sec. 25. Reporting and evaluation.
11    The Illinois Criminal Justice Information Authority, in
12conjunction with an association representing police chiefs and
13the Department of Human Services' Division of Substance Use
14Prevention and Recovery Alcoholism and Substance Abuse, shall
15within 6 months of the effective date of this Act:
16        (1) develop a set of minimum data to be collected from

1    each deflection program and reported annually, beginning
2    one year after the effective date of this Act, by the
3    Illinois Criminal Justice Information Authority,
4    including, but not limited to, demographic information on
5    program participants, number of law enforcement encounters
6    that result in a treatment referral, and time from law
7    enforcement encounter to treatment engagement;
8        (2) develop a performance measurement system,
9    including key performance indicators for deflection
10    programs including, but not limited to, rate of treatment
11    engagement at 30 days from the point of initial contact.
12    Each program that receives funding for services under
13    Section 35 of this Act shall include the performance
14    measurement system in its local plan and report data
15    quarterly to the Illinois Criminal Justice Information
16    Authority for the purpose of evaluation of deflection
17    programs in aggregate; and
18        (3) make all statistical data relative to deflection
19    programs available to the Department of Human Services,
20    Division of Substance Use Prevention and Recovery
21    Alcoholism and Substance Abuse for inclusion in planning
22    efforts for services to persons with criminal justice or
23    law enforcement involvement.
