1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The School Code is amended by changing Section | ||||||
5 | 24-8 as follows:
| ||||||
6 | (105 ILCS 5/24-8) (from Ch. 122, par. 24-8)
| ||||||
7 | Sec. 24-8. Minimum salary. In fixing the salaries of | ||||||
8 | teachers, school boards shall pay those who
serve on a | ||||||
9 | full-time basis not less than a rate for the school year that
| ||||||
10 | is based upon training completed in a recognized institution of | ||||||
11 | higher
learning, as follows: for the school year beginning July | ||||||
12 | 1, 1980 and
until the 2019-2020 school year thereafter , less | ||||||
13 | than a bachelor's degree, $9,000; 120 semester hours or
more | ||||||
14 | and a bachelor's degree, $10,000; 150 semester hours or more | ||||||
15 | and a
master's degree, $11,000. In fixing the salaries of | ||||||
16 | teachers, a school board shall pay those who serve on a | ||||||
17 | full-time basis a rate not less than (i) $32,076 for the | ||||||
18 | 2019-2020 school year, (ii) $34,576 for the 2020-2021 school | ||||||
19 | year, (iii) $37,076 for the 2021-2022 school year, and (iv) | ||||||
20 | $40,000 for the 2022-2023 school year. The minimum salary rate | ||||||
21 | for each school year thereafter, subject to review by the | ||||||
22 | General Assembly, shall equal the minimum salary rate for the | ||||||
23 | previous school year increased by a percentage equal to the |

1 | percentage increase, if any, in the Consumer Price Index For | ||||||
2 | All Urban Consumers for all items published by the United | ||||||
3 | States Department of Labor for the previous school year.
| ||||||
4 | Based upon previous public school
experience in this State | ||||||
5 | or any other state, territory, dependency or
possession of the | ||||||
6 | United States, or in schools operated by or under the
auspices | ||||||
7 | of the United States, teachers who serve on a full-time basis
| ||||||
8 | shall have their salaries increased to at least the following | ||||||
9 | amounts
above the starting salary for a teacher in such | ||||||
10 | district in the same
classification: with less than a | ||||||
11 | bachelor's degree, $750 after 5 years;
with 120 semester hours | ||||||
12 | or more and a bachelor's degree, $1,000 after 5
years and | ||||||
13 | $1,600 after 8 years; with 150 semester hours or more and a | ||||||
14 | master's
degree, $1,250 after 5 years, $2,000 after 8 years and | ||||||
15 | $2,750 after 13 years.

16 | For the purpose of this Section a teacher's salary shall | ||||||
17 | include any amount
paid by the school district on behalf of the | ||||||
18 | teacher, as teacher contributions,
to the Teachers' Retirement | ||||||
19 | System of the State of Illinois.
| ||||||
20 | If a school board establishes a schedule for teachers' | ||||||
21 | salaries based
on education and experience, not inconsistent | ||||||
22 | with this Section, all certificated
nurses employed by that | ||||||
23 | board shall be paid in accordance with the provisions
of such | ||||||
24 | schedule.
| ||||||
25 | For purposes of this Section, a teacher who submits a | ||||||
26 | certificate of
completion to the school office prior to the |

| |||||||
1 | first day of the school
term shall be considered to have the | ||||||
2 | degree stated in such certificate.
