Amends the Public Graveyards Act and the Township Code. Provides that if a township supervisor issues a payout from the township treasury for any purpose, the township clerk shall attest to all moneys paid out. Amends the Illinois Highway Code with similar provisions concerning the road district clerk attesting to all moneys paid out of the road district's treasury or township treasury. Effective on January 1, 2019.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Public Graveyards Act is amended by changing |
5 | | Section 2c as follows:
|
6 | | (50 ILCS 610/2c) (from Ch. 21, par. 14c)

7 | | Sec. 2c. Use of township funds.
|
8 | | (a) The board of trustees of any
township may appropriate |
9 | | funds
from the township treasury to be used for the purpose of |
10 | | putting any old,
neglected graves and cemeteries controlled, |
11 | | managed, and owned by the township
in a cleaner and more |
12 | | respectable condition.
|
13 | | (b) The board of trustees of any township may appropriate |
14 | | funds from the
township treasury to be used for the maintenance |
15 | | of a
cemetery owned by the State or another unit of local |
16 | | government.
The board of trustees of any township may |
17 | | appropriate funds from the
township treasury to be used for the |
18 | | maintenance of non-profit cemeteries,
but not for religious or |
19 | | sectarian purposes.

20 | | (c) If a township supervisor issues a payout from the |
21 | | township treasury for any purpose described in this Act, the |
22 | | township clerk shall attest to all moneys paid out. |
