1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Police Training Act is amended by
5adding Section 10.22 as follows:
 
6    (50 ILCS 705/10.22 new)
7    Sec. 10.22. School resource officers.
8    (a) The Board shall develop or approve a course for school
9resource officers as defined in Section 10-20.67 of the School
10Code.
11    (b) The school resource officer course shall be developed
12within one year after the effective date of this amendatory Act
13of the 100th General Assembly and shall be created in
14consultation with organizations demonstrating expertise and or
15experience in the areas of youth and adolescent developmental
16issues, educational administrative issues, prevention of child
17abuse and exploitation, youth mental health treatment, and
18juvenile advocacy.
19    (c) The Board shall develop a process allowing law
20enforcement agencies to request a waiver of this training
21requirement for any specific individual assigned as a school
22resource officer. Applications for these waivers may be
23submitted by a local law enforcement agency chief administrator

1for any officer whose prior training and experience may qualify
2for a waiver of the training requirement of this subsection
3(c). The Board may issue a waiver at its discretion, based
4solely on the prior training and experience of an officer.
5    (d) Upon completion, the employing agency shall be issued a
6certificate attesting to a specific officer's completion of the
7school resource officer training. Additionally, a letter of
8approval shall be issued to the employing agency for any
9officer who is approved for a training waiver under this
10subsection (d).
 
11    Section 10. The School Code is amended by adding Section
1210-20.67 as follows:
 
13    (105 ILCS 5/10-20.67 new)
14    Sec. 10-20.67. School resource officer.
15    (a) In this Section, "school resource officer" means a law
16enforcement officer who has been primarily assigned to a school
17or school district under an agreement with a local law
18enforcement agency.
19    (b) Beginning January 1, 2021, any law enforcement agency
20that provides a school resource officer under this Section
21shall provide to the school district a certificate of
22completion, or approved waiver, issued by the Illinois Law
23Enforcement Training Standards Board under Section 10.22 of the
24Illinois Police Training Act indicating that the subject

1officer has completed the requisite course of instruction in
2the applicable subject areas within one year of assignment, or
3has prior experience and training which satisfies this
4requirement.
5    (c) In an effort to defray the related costs, any law
6enforcement agency that provides a school resource officer
7should apply for grant funding through the federal Community
8Oriented Policing Services grant program.
