AMENDMENT TO SENATE BILL 2951

2    AMENDMENT NO. ______. Amend Senate Bill 2951 on page 2,
3line 23, after the period, by inserting "The pilot program
4shall be implemented across a broad spectrum of geographic
5regions across the State."; and
 
6on page 4, line 18, after the period, by inserting "The model
7shall take into consideration area workforce, community
8uniqueness, and cultural diversity."; and
 
9on page 6, line 5, by replacing "outcomes and" with
10"outcomes,"; and
 
11on page 6, line 7, by replacing "sustainability" with
12"sustainability, and shall include all provider costs
13associated with the data collection for purposes of the
14analytics and outcomes reporting required under subsection
15(h)"; and

1on page 6, line 20, by replacing "report" with "reports"; and
 
2on page 7, line 23, by replacing "5" with "4"; and
 
3on page 7, line 24, by replacing "implementation" with

8    "The reports to the General Assembly shall be filed with
9the Clerk of the House of Representatives and the Secretary of
10the Senate in electronic form only, in the manner that the
11Clerk and the Secretary shall direct.
12    Post-pilot program discharge outcomes shall be collected
13for all service recipients who exit the pilot program for up to
143 years after exit. This includes youth who exit the program
15with planned or unplanned discharges. The post-exit data
16collected shall include the annual data listed in paragraphs
17(1) through (9) of subsection (h). Data collection shall be
18done in a manner that does not violate individual privacy laws.
19Outcomes for enrollees in the pilot and post-exit outcomes
20shall be included in the final report to the General Assembly
21under this subsection (i) within one year of 4 full years of
22implementation, and in an additional report within one year of

2information about post-exit outcomes on a greater number of
3youth who enroll in pilot program services in the final years
4of the pilot program."; and

1    "(h) The Department of Healthcare and Family Services shall
2deliver a final report to the General Assembly on the outcomes
3of the pilot program within one year after 4 years of full
4implementation, and after 7 years of full implementation,
5compared to typical treatment available to other youth with
6significant mental health conditions, as well as the cost
7savings associated with the pilot program taking into account
8all public systems used when an individual with a significant
9mental health condition does not have access to the right
10treatment and supports in the early stages of his or her
11illness.
12    The reports to the General Assembly shall be filed with the
