SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Cecil E. Payne of Rapids City, who passed
4away on October 17, 2017; and
 
5    WHEREAS, Cecil Payne was born in Bancroft, Wisconsin to
6Clarence and Katherine Offee Payne on July 29, 1928; he married
7Lora Stephenson in Cambridge on May 5, 1950 and served in the
8United States Army during the Korean War; and
 
9    WHEREAS, Cecil Payne worked for Franks Foundry in Moline,
10retiring in 1990; and
 
11    WHEREAS, Cecil Payne enjoyed traveling, especially
12pursuing his love of the railroad and steam engines; and
 
13    WHEREAS, Cecil Payne was preceded in death by a brother and
14two sisters; and
 
15    WHEREAS, Cecil Payne is survived by his wife, Lora; his
16children, Mary Ann (Jim Burnett) Payne, Barbara Kelley, Ralph
17(Sharon Engebretson) Payne, Nancy Schultz, Robert (Sandy)
18Payne, and Thomas (Kim) Payne; six grandchildren; and seven
19great-grandchildren; therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3Cecil E. Payne, and extend our sincere condolences to his
4family, friends, and all who knew and loved him; and be it
5further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Cecil Payne as an expression of our
8deepest sympathy.
