SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Victor H. Betcher of Silvis, who passed
4away on September 21, 2018; and
 
5    WHEREAS, Victor Betcher was born in Ashland, New Hampshire
6to Harry and Julia (Wicklund) Taylor on October 31, 1933; he
7attended Farleigh-Dickerson College and served in the U.S.
8Army; he married Barbara Ann Duplissis in Wharton, New Jersey
9on December 13, 1953; and
 
10    WHEREAS, Victor Betcher worked as a munitions commander at
11the Rock Island Arsenal for many years; and
 
12    WHEREAS, Victor Betcher was a member of the American Legion
13and a longtime volunteer at the Hammond Henry Hospital and the
14Hillcrest Nursing Home in Geneseo; he enjoyed bowling, fishing,
15hunting, and golfing; he was a fan of all sports and was an
16avid Geneseo football fan; and
 
17    WHEREAS, Victor Betcher was preceded in death by his
18parents; his sisters, Ellen Reilly and Ingrid Carlson; and his
19brothers, Raymond and Donald Taylor; and
 
20    WHEREAS, Victor Betcher is survived by his wife, Barbara;

1his daughters, Connie (Jeff) Melby, Cindy Betcher, and Kathy
2Betcher; his grandchildren, Molly Danay, Hilary (Evan) Nelson,
3Sarah (Chris) Jacobi, Charlie Caldwell, and Sampson Sprague;
4and his great-grandchildren, Owen and Reid Jacobi, Hunter
5Danay, and Esme Nelson; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
8Victor H. Betcher and extend our sincere condolences to his
9family, friends, and all who knew and loved him; and be it
10further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the family of Victor Betcher as an expression of
13our deepest sympathy.
