SYNOPSIS AS INTRODUCED:

 

Provides that specified amounts shall be appropriated to specified units of local government for each of 28 specified Representative Districts for grants to community-based organizations based entirely within each of the specified Representative Districts that address violence prevention using a culturally competent approach and that are capable of decreasing violence in those Representative Districts. Effective July 1, 2020.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

    Section 5. The following amounts are appropriated from the General Revenue Fund to units of local government as set forth in this Section for non-competitively awarded grants to community-based organizations that address violence prevention using a culturally competent approach and that are capable of decreasing violence in the specified Representative Districts.  The grants shall support: violence prevention; youth services; after school programming; trauma-informed counseling services; youth work experiences; job readiness training programs; public awareness campaigns; disconnected youth; capacity building; grant management, writing, and development; organizational structure and sustainability; street-level outreach; and other priority areas.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 3rd Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 4th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 5th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 6th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 7th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 8th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 9th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 10th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 21st Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 24th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 26th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 27th Representative District.

   $400,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago Heights for a grant to an organization based entirely within the 29th Representative District.

   $400,000, or so much of that amount as may be necessary, is appropriated to the Village of Dolton for a grant to an organization based entirely within the 29th Representative District.

   $400,000, or so much of that amount as may be necessary, is appropriated to the Village of Ford Heights for a grant to an organization based entirely within the 29th Representative District.

   $400,000, or so much of that amount as may be necessary, is appropriated to the City of Harvey for a grant to an organization based entirely within the 29th Representative District.

   $400,000, or so much of that amount as may be necessary, is appropriated to the Village of South Holland for a grant to an organization based entirely within the 29th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 30th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 31st Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 32nd Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 33rd Representative District.

   $1,000,000, or so much of that amount as may be necessary, is appropriated to Thornton Township for a grant to an organization based entirely within the 34th Representative District.

   $1,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 34th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Bremen Township for a grant to an organization based entirely within the 38th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to the City of Chicago for a grant to an organization based entirely within the 40th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 44th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Lake County for a grant to an organization based entirely within the 60th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Winnebago County for a grant to an organization based entirely within the 67th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Cook County for a grant to an organization based entirely within the 78th Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Kane County for a grant to an organization based entirely within the 83rd Representative District.

  $2,000,000, or so much of that amount as may be necessary, is appropriated to Peoria County for a grant to an organization based entirely within the 92nd Representative District.

   $2,000,000, or so much of that amount as may be necessary, is appropriated to Champaign County for a grant to an organization based entirely within the 103rd Representative District.

  $2,000,000, or so much of that amount as may be necessary, is appropriated to St. Clair County for a grant to an organization based entirely within the 114th Representative District.

 

Section 99. Effective date. This Act takes effect July 1, 2020.
