2 | AMENDMENT NO. ______. Amend House Bill 4 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Illinois Public Aid Code is amended by | ||||||
5 | adding Section 5-18.5 as follows: | ||||||
6 | (305 ILCS 5/5-18.5 new) | ||||||
7 | Sec. 5-18.5. Doula and evidence-based home visiting | ||||||
8 | services. Notwithstanding any other provision of this Code, | ||||||
9 | doula services and evidence-based home visiting services shall | ||||||
10 | be covered under the medical assistance program for persons who | ||||||
11 | are otherwise eligible for medical assistance under this | ||||||
12 | Article. For the purposes of this Section, a perinatal doula is | ||||||
13 | a trained provider who provides regular, voluntary physical, | ||||||
14 | emotional, and educational support, but not medical or midwife | ||||||
15 | care, to pregnant and birthing persons before, during, and | ||||||
16 | after childbirth, otherwise known as the perinatal period. |

1 | Perinatal doula services include regular visits beginning in | ||||||
2 | the prenatal period and continuing into the postnatal period, | ||||||
3 | inclusive of continuous support during labor and delivery, | ||||||
4 | which support healthy pregnancies and positive birth outcomes. | ||||||
5 | Perinatal doula services may be embedded in an existing | ||||||
6 | program, such as evidence-based home visiting. For the purposes | ||||||
7 | of this Section, home visiting is a voluntary, evidence-based | ||||||
8 | strategy used to support pregnant people, infants, and young | ||||||
9 | children and their caregivers to promote infant, child, and | ||||||
10 | maternal health, foster educational development and school | ||||||
11 | readiness, and help prevent child abuse and neglect. Home | ||||||
12 | visitors are trained professionals whose visits and activities | ||||||
13 | focus on promoting strong parent-child attachment to foster | ||||||
14 | healthy child development. | ||||||
15 | The Department of Healthcare and Family Services, in | ||||||
16 | consultation with the State Board of Education, the Governor's | ||||||
17 | Office of Early Childhood Development, and the Department of | ||||||
18 | Human Services, shall adopt rules to administer this Section, | ||||||
19 | including setting forth the certification and training | ||||||
20 | requirements for perinatal doulas and home visitors eligible | ||||||
21 | for reimbursement under Illinois' State Medicaid Plan, as well | ||||||
22 | as the reimbursement rates for the provision of services to | ||||||
23 | eligible persons. The Department of Healthcare and Family | ||||||
24 | Services shall seek such State plan amendments or waivers as | ||||||
25 | may be necessary to implement the provisions of this Section | ||||||
26 | and to secure federal financial participation for State |

1 | Medicaid expenditures under the federal Medicaid program. The | ||||||
2 | Department of Healthcare and Family Services shall consult with | ||||||
3 | the Illinois Early Learning Council on issues of | ||||||
4 | implementation, and may request additional guidance from an | ||||||
5 | advisory body of the Illinois Early Learning Council comprised | ||||||
6 | of experts with knowledge of perinatal doula and home visiting | ||||||
7 | services and perinatal health.

8 | Section 99. Effective date. This Act takes effect July 1, | ||||||
9 | 2021.".
