5 | Sections 1 and 2a and by adding Section 2f-12 as follows:

20 | Sec. 2a.
In any circuit, other than Cook County , the 6th | ||||||
21 | circuit, and the 23rd circuit, in which is situated any
State | ||||||
22 | institution providing educational or welfare facilities for | ||||||
23 | more than
25,000 persons, 4 circuit judges shall be elected | ||||||
24 | unless that circuit is
entitled to a greater number under | ||||||
25 | Section 2.

3 | Sec. 2f-12. 6th and 24th judicial circuits. | ||||||
4 | (a) On December 7, 2020, the 6th judicial circuit is | ||||||
5 | divided into the 6th and 24th judicial circuits as provided in | ||||||
6 | Section 1 of the Circuit Courts Act. This division does not | ||||||
7 | invalidate any action taken by the 6th judicial circuit or any | ||||||
8 | of its judges, officers, employees, or agents before December | ||||||
9 | 7, 2020. This division does not affect any person's rights, | ||||||
10 | obligations, or duties, including applicable civil and | ||||||
11 | criminal penalties, arising out of any action taken by the 6th | ||||||
12 | judicial circuit or any of its judges, officers, employees, or | ||||||
13 | agents before December 7, 2020. | ||||||
14 | (b) Of the 5 circuit judgeships elected at large in the 6th | ||||||
15 | circuit before the general election in 2020, the Supreme Court | ||||||
16 | shall assign 3 to the 6th circuit and 2 to the 24th circuit, | ||||||
17 | based on residency of the circuit judges then holding those | ||||||
18 | judgeships. The 2 assigned to the 24th circuit shall continue | ||||||
19 | to be elected at large. The 3 resident judgeships elected from | ||||||
20 | Champaign County before the 2020 general election shall become | ||||||
21 | at large circuit judgeships for the 6th circuit on December 7, | ||||||
22 | 2020. | ||||||
23 | (c) An individual seeking election or retention during the | ||||||
24 | 2020 general election to one of the 6 at large judgeships | ||||||
25 | assigned to the 6th circuit as provided in subsection (b) shall |

1 | seek election or retention solely within the boundaries of | ||||||
2 | Champaign County. An individual seeking election or retention | ||||||
3 | during the 2020 general election to one of the 2 at large | ||||||
4 | judgeships assigned to the 24th circuit as provided in | ||||||
5 | subsection (b) shall seek election or retention solely within | ||||||
6 | the boundaries of DeWitt, Douglas, Macon, Moultrie, and Piatt | ||||||
7 | counties. | ||||||
8 | (d) The 2 resident judgeships elected from Macon County | ||||||
9 | before or at the 2020 general election shall become resident | ||||||
10 | judgeships from Macon County in the 24th circuit on December 7, | ||||||
11 | 2020. The 2 resident judgeships elected from Moultrie County | ||||||
12 | before or at the 2020 general election shall become resident | ||||||
13 | judgeships from Moultrie County in the 24th circuit on December | ||||||
14 | 7, 2020. The one resident judgeship elected from Douglas County | ||||||
15 | before or at the 2020 general election shall become a resident | ||||||
16 | judgeship from Douglas County in the 24th circuit on December | ||||||
17 | 7, 2020. The one resident judgeship elected from DeWitt County | ||||||
18 | before or at the 2020 general election shall become a resident | ||||||
19 | judgeship from DeWitt County in the 24th circuit on December 7, | ||||||
20 | 2020. | ||||||
21 | (e) Before December 7, 2020, the Supreme Court shall | ||||||
22 | allocate the associate judgeships of the 6th circuit between | ||||||
23 | the 6th and 24th circuits. The number of associate judges | ||||||
24 | allocated to the 6th circuit shall be no less than 5. | ||||||
25 | (f) Before December 7, 2020, the Supreme Court shall | ||||||
26 | allocate personnel, books, records, documents, property (real |

1 | and personal), funds, assets, liabilities, and pending matters | ||||||
2 | concerning the 6th circuit between the 6th and 24th circuits | ||||||
3 | based on the population and staffing needs of those circuits | ||||||
4 | and the efficient and proper administration of the judicial | ||||||
5 | system. The rights of employees under applicable collective | ||||||
6 | bargaining agreements are not affected by this Section. | ||||||
7 | (g) The judgeships set forth in this Section include the | ||||||
8 | judgeships authorized under Section 2i. The judgeships | ||||||
9 | authorized in that Section are not in addition to those set | ||||||
10 | forth in this Section.
| ||||||
11 | Section 99. Effective date. This Act takes effect upon | ||||||
12 | becoming law.".
