SYNOPSIS AS INTRODUCED:
 
5 ILCS 465/20 new

    Amends the Flag Display Act. Provides that the Honor and Remember Flag is designated as the symbol of our State's concern and commitment to honoring and remembering all members of the United States Armed Forces who have lost their lives while serving our country in the line of duty and their families. Provides for the location of display, dates of display, and manner of display for the Honor and Remember Flag. Provides that specified provisions shall not be construed so as to require any employee to report to work solely for the purpose of providing for the display of the Honor and Remember Flag. Provides for the procurement of Honor and Remember Flags. Provides for the adoption of rules as necessary to carry-out specified requirements. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Flag Display Act is amended by adding
5Section 20 as follows:
 
6    (5 ILCS 465/20 new)
7    Sec. 20. Honor and Remember Flag.
8    (a) The Honor and Remember Flag is designated as the symbol
9of our State's concern and commitment to honoring and
10remembering all members of the United States Armed Forces who
11have lost their lives while serving our country in the line of
12duty and their families.
13    (b) The Honor and Remember Flag may be displayed at the
14State Capitol Building, other appropriate State-owned
15buildings and facilities, each circuit court building, and each
16city and town hall on the following days:
17        (1) Armed Forces Day, the third Saturday in May;
18        (2) Memorial Day, the last Monday in May;
19        (3) Flag Day, June 14;
20        (4) Independence Day, July 4;
21        (5) National POW/MIA Recognition Day, the third Friday
22    of September;
23        (6) Gold Star Mother's Day, the last Sunday of

1    September;
2        (7) Veterans Day, November 11;
3        (8) a day on which a member of the United States Armed
4    Forces who is a resident of this State loses his or her
5    life in the line of duty; and
6        (9) any day at a State military memorial or State
7    veteran cemetery on which a United States flag is
8    displayed.
9    (c) When displayed, the Honor and Remember Flag shall be
10displayed in a manner designed to ensure visibility to the
11public, and must be manufactured in the United States.
12    (d) This Section shall not be construed so as to require
13any employee to report to work solely for the purpose of
14providing for the display of the Honor and Remember Flag.
15    (e) The head of each Department, agency, or other
16governmental entity responsible for a location at which an
17Honor and Remember Flag is displayed under this Section may use
18public funds to procure and display Honor and Remember Flags.
19    (f) The head of each Department, agency, or other
20governmental entity responsible for a location at which an
21Honor and Remember Flag is displayed under this Section may
22adopt rules as necessary to carry-out the requirements of this
23Section.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
