    Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date in which the Secretary of State distributes newly designed standard registration plates for motor vehicles, the Secretary of State shall issue one registration plate (instead of 2) for newly registered motor vehicles and the registration plate shall be attached to the rear (instead of front and rear) of the motor vehicle. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 1-171, 3-412, and 3-413 as follows:
 
6    (625 ILCS 5/1-171)  (from Ch. 95 1/2, par. 1-171)
7    Sec. 1-171. Registration - Registration Sticker.
8Registration. The registration certificate or certificates,
9registration plates and registration stickers issued under the
10laws of this State pertaining to the registration of vehicles.
11    Registration Sticker or Stickers. A device or devices to be
12attached to a rear registration plate that will renew the
13registration and registration plate or plates for a
14pre-determined period not to exceed one registration year
15except as provided in subsection (1) of Section 3-414 of this
16Code. Should the Secretary of State determine it is advisable
17to require a registration sticker to be attached to a front
18registration plate, he may require such action and provide the
19necessary additional sticker. Such determination shall be
20publicly announced at least 30 days in advance of a new annual
21registration year.
22    Beginning with the next registration year after the

1Assembly in which the Secretary of State distributes newly
2designed standard registration plates for motor vehicles, any
3reference to "plates" in the plural number in any law or rule
4shall be deemed to be a reference to the single registration
5plate required to be furnished and displayed in accordance with
6this amendatory Act of the 101st General Assembly.

9    Sec. 3-412. Registration plates and registration stickers
10to be furnished by the Secretary of State.
11    (a) The Secretary of State upon registering a vehicle
12subject to annual registration for the first time shall issue
13or shall cause to be issued to the owner one registration plate
14for a motorcycle, trailer, semitrailer, moped, autocycle, or
15truck-tractor, 2 registration plates for other motor vehicles
16and, where applicable, current registration stickers for motor
17vehicles of the first division. Beginning with the next
18registration year after the effective date of this amendatory
19Act of the 101st General Assembly in which the Secretary of
20State distributes newly designed standard registration plates
21for motor vehicles, the Secretary of State upon registering a
22vehicle subject to annual registration for the first time shall
23issue or shall cause to be issued to the owner one registration
24plate for a motorcycle, trailer, semitrailer, motorized
25pedalcycle or truck-tractor, one registration plate for other

1motor vehicles and, when applicable, current registration
2stickers for motor vehicles of the first division.
3    The provisions of this Section may be made applicable to
4such vehicles of the second division, as the Secretary of State
5may, from time to time, in his discretion designate. On
6subsequent annual registrations during the term of the
7registration plate as provided in Section 3-414.1, the
8Secretary shall issue or cause to be issued registration
9stickers as evidence of current registration. However, the
10issuance of annual registration stickers to vehicles
11registered under the provisions of Sections 3-402.1 and 3-405.3
12of this Code may not be required if the Secretary deems the
13issuance unnecessary.
14    (b) Every registration plate shall have displayed upon it
15the registration number assigned to the vehicle for which it is
16issued, the name of this State, which may be abbreviated, the
17year number for which it was issued, which may be abbreviated,
18the phrase "Land of Lincoln" (except as otherwise provided in
19this Code), and such other letters or numbers as the Secretary
20may prescribe. However, for apportionment plates issued to
21vehicles registered under Section 3-402.1 and fleet plates
22issued to vehicles registered under Section 3-405.3, the phrase
23"Land of Lincoln" may be omitted to allow for the word
24"apportioned", the word "fleet", or other similar language to
25be displayed. Registration plates issued to a vehicle
26registered as a fleet vehicle may display a designation

1determined by the Secretary.
2    The Secretary may in his discretion prescribe that letters
3be used as prefixes only on registration plates issued to
4vehicles of the first division which are registered under this
5Code and only as suffixes on registration plates issued to
6other vehicles. Every registration sticker issued as evidence
7of current registration shall designate the year number for
8which it is issued and such other letters or numbers as the
9Secretary may prescribe and shall be of a contrasting color
10with the registration plates and registration stickers of the
11previous year.
12    (c) Each registration plate and the required letters and
13numerals thereon, except the year number for which issued,
14shall be of sufficient size to be plainly readable from a
15distance of 100 feet during daylight, and shall be coated with
16reflectorizing material. The dimensions of the plate issued to
17vehicles of the first division shall be 6 by 12 inches.
18    (d) The Secretary of State shall issue for every passenger
19motor vehicle rented without a driver the same type of
20registration plates as the type of plates issued for a private
21passenger vehicle.
22    (e) The Secretary of State shall issue for every passenger
23car used as a taxicab or livery, distinctive registration
24plates.
25    (f) The Secretary of State shall issue for every motorcycle
26distinctive registration plates distinguishing between

1motorcycles having 150 or more cubic centimeters piston
2displacement, or having less than 150 cubic centimeter piston
3displacement.
4    (g) Registration plates issued to vehicles for-hire may
5display a designation as determined by the Secretary that such
6vehicles are for-hire.
7    (h) (Blank).
8    (i) The Secretary of State shall issue for every public and
9private ambulance registration plates identifying the vehicle
10as an ambulance. The Secretary shall forward to the Department
11of Healthcare and Family Services registration information for
12the purpose of verification of claims filed with the Department
13by ambulance owners for payment for services to public
14assistance recipients.
15    (j) The Secretary of State shall issue for every public and
16private medical carrier or rescue vehicle livery registration
17plates displaying numbers within ranges of numbers reserved
18respectively for medical carriers and rescue vehicles. The
19Secretary shall forward to the Department of Healthcare and
20Family Services registration information for the purpose of
21verification of claims filed with the Department by owners of
22medical carriers or rescue vehicles for payment for services to
23public assistance recipients.
24    (k) The Secretary of State shall issue distinctive license
25plates or distinctive license plate stickers for every vehicle
26exempted from subsections (a) and (a-5) of Section 12-503 by

1subsection (g) of that Section, and by subsection (g-5) of that
2Section before its deletion by this amendatory Act of the 95th
3General Assembly. The Secretary shall issue these plates or
4stickers immediately upon receiving the physician's
5certification required under subsection (g) of Section 12-503.
6New plates or stickers shall also be issued when the
7certification is renewed as provided in that subsection.
8    (l) The Secretary of State shall issue distinctive
9registration plates for low-speed vehicles.
10    (m) The Secretary of State shall issue distinctive
11registration plates for autocycles. The dimensions of the plate
12issued to autocycles shall be 4 by 7 inches.

15    Sec. 3-413. Display of registration plates, registration
16stickers, and drive-away permits; registration plate covers.
17    (a) Registration plates issued for a motor vehicle other
18than a motorcycle, autocycle, trailer, semitrailer,
19truck-tractor, apportioned bus, or apportioned truck shall be
20attached thereto, one in the front and one in the rear.
21Beginning with the next registration year after the effective
22date of this amendatory Act of the 101st General Assembly in
23which the Secretary of State distributes newly designed
24standard registration plates for motor vehicles, the
25registration plate issued for a motor vehicle other than a

1motorcycle, trailer, semitrailer, truck-tractor, apportioned
2bus, or apportioned truck shall be attached to the rear of the
3vehicle.
4    The registration plate issued for a motorcycle, autocycle,
5trailer or semitrailer required to be registered hereunder and
6any apportionment plate issued to a bus under the provisions of
7this Code shall be attached to the rear thereof.
8    The registration plate issued for a truck-tractor or an
9apportioned truck required to be registered hereunder shall be
10attached to the front thereof.
11    (b) Except for vehicles with rear loaded motorized
12forklifts, every registration plate shall at all times be
13securely fastened in a horizontal position to the vehicle for
14which it is issued so as to prevent the plate from swinging and
15at a height of not less than 5 inches from the ground,
16measuring from the bottom of such plate, in a place and
17position to be clearly visible and shall be maintained in a
18condition to be clearly legible, free from any materials that
19would obstruct the visibility of the plate. A registration
20plate on a motorcycle may be mounted vertically as long as it
21is otherwise clearly visible. Registration stickers issued as
22evidence of renewed annual registration shall be attached to
23registration plates as required by the Secretary of State, and
24be clearly visible at all times. For those vehicles with rear
25loaded motorized forklifts, if the rear plate is securely
26fastened in a horizontal position as prescribed, the plate and

1registration sticker shall not be required to be clearly
2visible at all times as a result of the rear mounted motorized
3forklift obstructing the view.
4    (c) Every drive-away permit issued pursuant to this Code
5shall be firmly attached to the motor vehicle in the manner
6prescribed by the Secretary of State. If a drive-away permit is
7affixed to a motor vehicle in any other manner the permit shall
8be void and of no effect.
9    (d) The Illinois prorate decal issued to a foreign
10registered vehicle part of a fleet prorated or apportioned with
11Illinois, shall be displayed on a registration plate and
12displayed on the front of such vehicle in the same manner as an
13Illinois registration plate.
14    (e) The registration plate issued for a camper body mounted
15on a truck displaying registration plates shall be attached to
16the rear of the camper body.
17    (f) No person shall operate a vehicle, nor permit the
18operation of a vehicle, upon which is displayed an Illinois
19registration plate, plates or registration stickers, except as
20provided for in subsection (b) of Section 3-701 of this Code,
21after the termination of the registration period for which
22issued or after the expiration date set pursuant to Sections
233-414 and 3-414.1 of this Code.
24    (g) A person may not operate any motor vehicle that is
25equipped with registration plate covers. A violation of this
26subsection (g) or a similar provision of a local ordinance is

1an offense against laws and ordinances regulating the movement
2of traffic.
3    (h) A person may not sell or offer for sale a registration
4plate cover. A violation of this subsection (h) is a business
5offense.
6    (i) A person may not advertise for the purpose of promoting
7the sale of registration plate covers. A violation of this
8subsection (i) is a business offense.
9    (j) A person may not modify the original manufacturer's
10mounting location of the rear registration plate on any vehicle
11so as to conceal the registration or to knowingly cause it to
12be obstructed in an effort to hinder a peace officer from
13obtaining the registration for the enforcement of a violation
14of this Code, Section 27.1 of the Toll Highway Act concerning
15toll evasion, or any municipal ordinance. Modifications
16prohibited by this subsection (j) include but are not limited
17to the use of an electronic device. A violation of this
18subsection (j) is a Class A misdemeanor.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
