| 1 | AMENDMENT TO HOUSE BILL 2076

| 2 | AMENDMENT NO. ______. Amend House Bill 2076 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Environmental Protection Act is amended by | ||||||
| 5 | adding Section 22.59 as follows: | ||||||
| 6 | (415 ILCS 5/22.59 new) | ||||||
| 7 | Sec. 22.59. Regulation of bisphenol A in business | ||||||
| 8 | transaction paper. | ||||||
| 9 | (a) For purposes of this Section, "thermal paper" means | ||||||
| 10 | paper with bisphenol A added to the coating. | ||||||
| 11 | (b) Beginning January 1, 2020, no person shall manufacture, | ||||||
| 12 | for sale in this State, thermal paper. | ||||||
| 13 | (c) No person shall distribute or use any thermal paper for | ||||||
| 14 | the making of business or banking records, including, but not | ||||||
| 15 | limited to, records of receipts, credits, withdrawals, | ||||||
| 16 | deposits, or credit or debit card transactions. This subsection | ||||||

| |||||||
| 1 | shall not apply to thermal paper that was manufactured prior to | ||||||
| 2 | January 1, 2020. | ||||||
| 3 | (d) The prohibition in subsections (a) and (b) shall not | ||||||
| 4 | apply to paper containing recycled material.
| ||||||
| 5 | Section 99. Effective date. This Act takes effect upon | ||||||
| 6 | becoming law.".
