SYNOPSIS AS INTRODUCED:
 

 
105 ILCS 5/2-3.176 new

     Amends the School Code. Requires the State Board of Education to develop child opportunity zones as a means to deliver comprehensive and coordinated social services at or near schools in this State that are related to specific community needs and that will ultimately increase student performance in schools in the community; defines "child opportunity zone". Provides that a child opportunity zone must provide a means to integrate education, health, and social services into schools and link families to school and community resources. Provides that on or before August 1, 2020, and on or before each August 1 thereafter, the State Board must submit a report to the General Assembly on the number of children and families served by a child opportunity zone program and any other outcome data for each program. Requires the State Board to adopt rules.

1    AN ACT concerning education.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The School Code is amended  by adding Section 
52-3.176 as follows:
 
6    (105 ILCS 5/2-3.176 new)
7    Sec. 2-3.176. Child opportunity zone.
8    (a) In this Section, "child opportunity zone" means a site 
9at or near a school that provides early childhood education, 
10before-school and after-school programs, summer school 
11programs, health and mental health services, family engagement 
12initiatives, adult education, workforce development training, 
13or any combination of such programs.
14    (b) The State Board of Education shall develop child 
15opportunity zones as a means to deliver comprehensive and 
16coordinated social services at or near schools in this State 
17that are related to specific community needs and that will 
18ultimately increase student performance in schools in the 
19community. A child opportunity zone must provide a means to 
20integrate education, health, and social services into schools 
21and link families to school and community resources. The State 
22Board shall undertake activities to develop child opportunity 
23zones that include, but are not limited to, the award of grants

1to further the purposes set forth in this Section.
2    (c) On or before August 1, 2020, and on or before each 
3August 1 thereafter, the State Board must submit a report to 
4the General Assembly on the number of children and families 
5served by a child opportunity zone program and any other 
6outcome data for each program.
7    (d) The State Board must adopt rules to implement this 
8Section.
