AMENDMENT TO HOUSE BILL 2682

2    AMENDMENT NO. ______. Amend House Bill 2682, AS AMENDED, in
3Section 5, by replacing Sec. 6z-20.1 with the following:
 
4    "(30 ILCS 105/6z-20.1 new)
5    Sec. 6z-20.1. The State Aviation Program Fund.
6    (a) The State Aviation Program Fund is created in the State
7Treasury. Moneys in the Fund shall be used by the Department of
8Transportation for the purposes of administering a State
9Aviation Program. Subject to appropriation, the moneys shall be
10used for the purpose of distributing grants to units of local
11government to be used for airport-related purposes. Grants to
12units of local government from the Fund shall be distributed
13proportionately based on equal part enplanements, total cargo,
14and airport operations. With regard to enplanements that occur
15within a municipality with a population of over 500,000, grants
16shall be distributed only to the municipality.
17    (b) For grants to a unit of government other than a

1municipality with a population of more than 500,000,
2"airport-related purposes" means the capital or operating
3costs of: (1) an airport; (2) a local airport system; or (3)
4any other local facility that is owned or operated by the
5person or entity that owns or operates the airport that is
6directly and substantially related to the air transportation of
7passengers or property as provided in 49 U.S.C. 47133,
8including (i) the replacement of sound-reducing windows and
9doors installed under the Residential Sound Insulation Program
10and (ii) in-home air quality testing in residences in which
11windows or doors were installed under the Residential Sound
12Insulation Program.
13    For grants to a municipality with a population of more than
14500,000, "airport-related purposes" means the replacement of
15sound-reducing windows and doors installed under the
16Residential Sound Insulation Program.".
