SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.30

    Amends the Board of Higher Education Act. With regard to the course transferability program, provides that beginning with the 2020-2021 academic year, each public institution of higher education must participate in the program and must share any information and data on transfer courses and their applicability toward degree completion with newly admitted students of the public institution to assist those students in course enrollment.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5changing Section 9.30 as follows:
 
6    (110 ILCS 205/9.30)
7    Sec. 9.30. Course transferability program.
8    (a) Subject to appropriation, the Board shall implement and
9administer a statewide program, using the World Wide Web, to
10assist students, advisors, faculty, and administrators from
11public and private institutions of higher education in
12obtaining consistent and accurate information about transfer
13courses and their applicability towards degree completion by
14publishing course equivalency guides, academic programs,
15courses offered, transfer course evaluations, and degree
16requirements.
17    (b) Under the program, the Board shall provide appropriate
18assistance and support to participating public and private
19institutions of higher education. The Board shall designate
20participants based on which institutions apply to be part of
21the program. However, all data shall be managed by each
22institution of higher education and each institution shall
23retain complete ownership of the data submitted.

1    (c) The program's Internet website shall contain the
2following:
3        (1) Transfer course articulations, which shall be
4    updated annually.
5        (2) Institutional reference tables.
6        (3) Degree requirements, which shall be updated
7    annually.
8        (4) Course banks, which shall be updated annually.
9        (5) Academic program pull down menus, which shall be
10    updated annually.
11    (d) Beginning with the 2020-2021 academic year, each public
12institution of higher education must participate in the program
13implemented by the Board under this Section and must share any
14information and data on transfer courses and their
15applicability toward degree completion with newly admitted
16students of the public institution to assist those students in
17course enrollment.
