SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1-25 new

    Amends the Election Code. Creates the Digital Petition Task Force. Provides that the Task Force shall explore what is required to modernize the petition process and allow voters to digitally sign and submit petitions for candidates. Provides that the Task Force may seek assistance from the Department of Innovation and Technology. Provides that the Task Force shall submit its recommendations to the General Assembly on or before December 31, 2020. Dissolves the Task Force on January 1, 2022.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
51-25 as follows:
 
6    (10 ILCS 5/1-25 new)
7    Sec. 1-25. Digital Petition Task Force.
8    (a) The Digital Petition Task Force is created.
9    (b) The Task Force shall be composed of 10 members that
10shall be appointed as follows:
11        (1) 2 members appointed by the Governor;
12        (2) 2 members appointed by the Speaker of the House of
13    Representatives;
14        (3) 2 members appointed by the Minority Leader of the
15    House of Representatives;
16        (4) 2 members appointed by the President of the Senate;
17    and
18        (5) 2 members appointed by the Minority Leader of the
19    Senate.
20    (c) The Task Force shall choose its chairperson from among
21its members and any other officers it deems appropriate.
22    (d) The Task Force may seek the assistance of the
23Department of Innovation and Technology in performing its

1duties.
2    (e) The Task Force shall explore what is required to bring
3the petition process into the 21st century and to provide
4voters with a digital process for signing and submitting
5petitions for candidates.
6    (f) The Task Force shall submit a report of its
7recommendations to the General Assembly on or before December
831, 2020.
9    (g) The Illinois State Board of Elections shall provide
10administrative and other support to the Task Force.
11    (h) This Section is repealed on January 1, 2022.
