SYNOPSIS AS INTRODUCED:
 
20 ILCS 2105/2105-140

    Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Requires the Secretary of Financial and Professional Regulation, in consultation with the State Refugee Coordinator, to examine means of reducing unnecessary barriers to professional licensure for qualified immigrants to Illinois from foreign countries. Provides that, on or before July 1, 2020, the Secretary of Financial and Professional Regulation must submit a report to the Governor and the General Assembly of his or her findings and any recommendations for legislative action.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Professional Regulation Law of
5the Civil Administrative Code of Illinois is amended by
6changing Section 2105-140 as follows:
 
7    (20 ILCS 2105/2105-140)
8    Sec. 2105-140. Licensure; immigration status.
9    (a) No person shall be denied a license, certificate,
10limited permit, or registration issued by the Department solely
11based on his or her citizenship status or immigration status.
12The General Assembly finds and declares that this Section is a
13State law within the meaning of subsection (d) of Section 1621
14of Title 8 of the United States Code. Nothing in this Section
15shall affect the requirements to obtain a professional license
16that are not directly related to citizenship status or
17immigration status. Nothing in this Section shall be construed
18to grant eligibility for obtaining any public benefit other
19than a professional license issued by the Department.
20    (b) The Secretary of Financial and Professional
21Regulation, in consultation with the State Refugee
22Coordinator, shall examine means of reducing unnecessary
23barriers to professional licensure for qualified immigrants to
