Amends the State Employees Group Insurance Act of 1971. Allows the Department of Central Management Services to set an interest rate penalty for the repayment of services provided under the Act that is lesser than the rate provided under the Illinois Insurance Code. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Employees Group Insurance Act of 1971 |
| 5 | | is amended by changing Section 6.12 as follows:
|
| 6 | | (5 ILCS 375/6.12)
|
| 7 | | Sec. 6.12. Payment for services. The program of health |
| 8 | | benefits, unless otherwise provided in this Section,
is subject |
| 9 | | to the provisions of Sections 368a and 370a of the Illinois
|
| 10 | | Insurance Code, provided that, if a covered member or covered |
| 11 | | dependent assigns payments to a health care professional for |
| 12 | | covered services, then the health care professional shall only |
| 13 | | collect at point of service from that person the estimated |
| 14 | | amount not expected to be paid by the plan.
|
| 15 | | Beginning on and after the effective date of this |
| 16 | | amendatory Act of the 101st General Assembly, the interest rate |
| 17 | | penalty payable by the State for services provided under this |
| 18 | | Act shall be the lesser of the penalty provided under Section |
| 19 | | 368a of the Illinois Insurance Code or an interest rate penalty |
| 20 | | to be set by the Department of Central Management Services by |
| 21 | | rule. |
