SYNOPSIS AS INTRODUCED:
 
50 ILCS 705/8.3 new

    Amends the Illinois Police Training Act. Provides that before the first time a person may be summoned or directed by a peace officer or local law enforcement agency to perform the duties assigned to him or her by the peace officer or local law enforcement agency as a community policing volunteer, he or she shall receive training in civil rights, human rights, human relations, and cultural competency, including implicit bias and racial and ethnic sensitivity from a school or course approved by the Illinois Law Enforcement Training Standards Board. Provides that the community policing volunteer shall receive renewed training in the subjects described in this provision every 3 years he or she serves as a community policing volunteer. Defines "community policing volunteer". Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Police Training Act is amended by
5adding Section 8.3 as follows:
 
6    (50 ILCS 705/8.3 new)
7    Sec. 8.3. Community policing volunteer; training;
8anti-discrimination.
9    (a) In this Section, "community policing volunteer" has the
10meaning ascribed to it in Section 2-3.5 of the Criminal Code of
112012.
12    (b) Before the first time a person may be summoned or
13directed by a peace officer or local law enforcement agency to
14perform the duties assigned to him or her by the peace officer
15or local law enforcement agency as a community policing
16volunteer, he or she shall receive training in civil rights,
17human rights, human relations, and cultural competency,
18including implicit bias and racial and ethnic sensitivity from
19a school or course approved by the Board. The community
20policing volunteer shall receive renewed training in the
21subjects described in this Section every 3 years he or she
22serves as a community policing volunteer.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
