Amends the Consumer Fraud and Deceptive Business Practices Act.
Provides that it is an unlawful practice for a person selling or offering for sale goods or services at retail to: refuse to accept cash from a consumer as a form of payment; post signs on the premises that cash payment is not accepted; or charge a higher price to consumers who pay cash than they would pay using any other form of payment. Provides that "at retail" includes any retail transaction conducted in person and excludes any telephone, mail, or Internet-based transaction.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Consumer Fraud and Deceptive Business |
5 | | Practices Act is amended by adding Section WWW as follows: |
6 | | (815 ILCS 505/WWW new) |
7 | | Sec. WWW. Requiring cashless transactions prohibited. |
8 | | (a) A person selling or
offering for sale goods or services |
9 | | at retail shall not: |
10 | | (1) refuse to accept cash from a consumer as a form of |
11 | | payment; |
12 | | (2) post signs on the premises that cash payment is not |
13 | | accepted; or |
14 | | (3) charge a higher price to consumers who pay cash |
15 | | than they would pay using any
other form of payment. |
16 | | (b) In this Section, "at retail" includes any retail |
17 | | transaction
conducted in person and excludes any telephone, |
18 | | mail, or Internet-based transaction. |
19 | | (c) A person who violates this Section commits an unlawful |
20 | | practice within the meaning of this Act.
