AMENDMENT TO HOUSE BILL 5386 




2    AMENDMENT NO. ______. Amend House Bill 5386 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The Capital Development Board Act is amended  by 
5changing Section 9.02a as follows:
 



6    (20 ILCS 3105/9.02a)  (from Ch. 127, par. 779.02a)




7    Sec. 9.02a. To charge contract administration
fees used to 
8administer and process the terms of contracts awarded by this

9State.  Contract administration fees shall not exceed
3% of the 
10contract amount. Contract administration fees used to 
11administer contracts associated with the legislative complex, 
12as defined in Section 8A-15 of the Legislative Commission 
13Reorganization Act of 1984, shall be deposited into the Capitol 
14Restoration Trust Fund for the use of the Architect of the 
15Capitol in the performance of his or her powers or duties. 
16Notwithstanding the provisions of this Section, or any other

1provision of law to the contrary, no administration  or other 
2fee may be charged for contracts awarded under the Quincy 
3Veterans' Home Rehabilitation and Rebuilding Act. 

4    This Section does not apply to institutions of higher 
5education, including institutions under the jurisdiction of 
6the governing boards of the University of Illinois, Southern 
7Illinois University, Illinois State University, Eastern 
8Illinois University, Northern Illinois University, Western 
9Illinois University, Chicago State University, Governors State 
10University, and Northeastern Illinois University.
