HOUSE JOINT RESOLUTION

 
2    WHEREAS, The citizens of the State of Illinois have been
3subjected to an ever increasing number of criminal
4investigations of its elected officials in the last decade, as
5well as over its long history; and
 
6    WHEREAS, Public officials serving the citizens of Illinois
7should be held to a higher ethical standard; and
 
8    WHEREAS, There is a strong need to ensure that public
9officials operate in an ethical manner and that the citizens'
10trust in its officials is restored; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
13SENATE CONCURRING HEREIN, that the State Ethics Task Force is
14created to address corruption within Illinois government by
15doing the following:
16        (1) Identifying key areas of concern;
17        (2) Reviewing current laws and rules for legislators,
18    lobbyists, and State personnel;
19        (3) Studying best practices implemented by other state
20    governments; and
21        (4) Identifying legislative changes necessary to
22    increase transparency, tighten ethics and financial rules,

1    and improve the public's trust in State government; be it
2    further
 
3    RESOLVED, That the Task Force shall consist of the
4following members:
5        (1) One member of the Governor's staff or the Lt.
6    Governor appointed by the Governor;
7        (2) Two members of the House of Representatives
8    appointed by the Speaker of the House;
9        (3) Two members of the House of Representatives
10    appointed by the Minority Leader of the House of
11    Representatives;
12        (4) Two members of the Senate appointed by the
13    President of the Senate; and
14        (5) Two members of the Senate appointed by the Minority
15    Leader of the Senate; be it further
 
16    RESOLVED, That the members of the House of Representatives
17and of the Senate that are appointed to the Task Force may not
18be a current appointment to the Legislative Ethics Commission;
19be it further
 
20    RESOLVED, That the members of the Task Force shall serve
21without compensation and shall elect one co-chair from each
22political party; be it further

1    RESOLVED, That the Legislative Ethics Commission shall
2provide staffing and administrative support to the Task Force
3as needed; be it further
 
4    RESOLVED, That the Task Force shall meet a minimum of four
5times before issuing its report but otherwise shall meet at the
6call of the two co-chairs; be it further
 
7    RESOLVED, That the Task Force shall take a roll call for
8each meeting and take written minutes of the proceedings; be it
9further
 
10    RESOLVED, That the Task Force shall issue its final report
11to the Governor and General Assembly within 90 days following
12the passage of this joint resolution but no later than the end
13of the 101st General Assembly, and, upon the filing of its
14final report, the Task Force is dissolved.
