HOUSE RESOLUTION

 
2    WHEREAS, Transportation infrastructure is critical to the
3economy and the future growth of Illinois; and
 
4    WHEREAS, There are 2,185 interstate miles that serve the
5State, and Illinois is ranked third on the list of states with
6the most interstate miles; there are a total of 15,969 miles of
7state highways and 7,847 bridges, making the interstate route
8accessible across the entire State, and more than 7,200
9trucking establishments within Illinois take advantage of this
10extensive network of highways; and
 
11    WHEREAS, Downstate roads, bridges, transit systems, and
12rails throughout the State proved an essential link to
13providing critical services in local communities and to fueling
14economic growth; and
 
15    WHEREAS, Poor road conditions are negatively impacting the
16State's ability to grow and prosper; and
 
17    WHEREAS, On average, a motorist spends $566 per year on
18vehicle repair costs because of deteriorating road conditions;
19and
 
20    WHEREAS, According to IDOT's Multi-Year Program (MYP) for

12019-2024, the State's backlog of roadways that are in need of
2immediate repair has grown from approximately 1,700 miles in
3the year 2000 to an estimated 3,300 in 2018 and is expected to
4grow to 5,588 miles by the current MYP's end in 2024; and
 
5    WHEREAS, Illinois currently allocates highway funds
6through a formula called the "55/45 split," which directs 45
7percent of transportation funding to the Chicago area and 55
8percent to the rest of the State; and
 
9    WHEREAS, Downstate communities generated tax revenue and
10economic growth for the State of Illinois; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we urge any new or increased transportation funding to include
14increases in downstate transportation funding, including mass
15transits, rural roads, county roads, and local roads; and be it
16further
 
17    RESOLVED, That we urge IDOT to maintain the "55/45 split"
18between downstate and Chicago; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to the Secretary of Transportation and to Governor JB
21Pritzker.
