2 | WHEREAS, United States President Donald Trump recently | ||||||
3 | negotiated and signed a free trade
agreement with the leaders | ||||||
4 | of Canada and Mexico to update the North American Free Trade
| ||||||
5 | Agreement; and
| ||||||
6 | WHEREAS, The United States-Mexico-Canada Agreement (USMCA) | ||||||
7 | represents a beneficial update to the three
nations' already | ||||||
8 | strong trade relationship and will positively impact the State | ||||||
9 | of Illinois; and
| ||||||
10 | WHEREAS, Canada and Mexico are the largest trade partners | ||||||
11 | of the State of Illinois, purchasing $31.8
billion in goods and | ||||||
12 | services from Illinois and supporting 491,700 jobs in 2017; and
| ||||||
13 | WHEREAS, One-third of the manufacturing companies in | ||||||
14 | Illinois export products to Canada and Mexico, and
69,400 | ||||||
15 | manufacturing jobs rely on trade to those two countries; Canada | ||||||
16 | and Mexico purchase over two-fifths of
the State's global | ||||||
17 | manufacturing exports, and the USMCA's strengthened rules of | ||||||
18 | origins will boost
the manufacturing base in Illinois; and | ||||||
19 | WHEREAS, Agricultural exports from Illinois to Canada and | ||||||
20 | Mexico amount to $8.2 billion and support 68,500
jobs, which | ||||||
21 | the USMCA will solidify as it will maintain Illinois farmers' |

1 | access to the corn, soybean, and
pork markets in Canada and | ||||||
2 | Mexico and will also robustly expand their access to the | ||||||
3 | Canadian dairy,
poultry, and egg markets; and | ||||||
4 | WHEREAS, The USMCA will strengthen NAFTA's labor and | ||||||
5 | environmental rules, protecting the planet
and workers' rights | ||||||
6 | and creating a level playing field for Illinois workers to | ||||||
7 | compete with Mexico and
Canada; and
| ||||||
8 | WHEREAS, The USMCA's rules for small and medium-sized | ||||||
9 | businesses will allow Illinois firms to tap
further into the | ||||||
10 | Canadian and Mexican markets; and
| ||||||
11 | WHEREAS, The USMCA's strengthened digital trade and | ||||||
12 | intellectual property rules will provide robust
protection to | ||||||
13 | Illinois businesses and help further economic progress and | ||||||
14 | innovation in the State,
allowing it to progress toward a | ||||||
15 | prosperous future; therefore, be it
| ||||||
16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
17 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
18 | we urge the United States Congress to promptly ratify the | ||||||
19 | United States-Mexico-Canada Agreement to enhance the economies | ||||||
20 | of our State and our nation and to strengthen
our relationships | ||||||
21 | with Canada and Mexico; and be it further

2 | delivered to each member of the Illinois
Congressional | ||||||
3 | Delegation and to Governor JB Pritzker.
